Description
This is the same project previously pre-solicit under W912HV-14-R-004. Due to fiscal year change, the solicitation number has changed to W912HV-15-R-0024. NOTICE: Only local sources will be considered under this solicitation. Local sources are sources (e.g. corporations, partnerships, or Joint Ventures [For a Joint Venture, the Joint Venture as an independent entity must satisfy the local source requirements or, in the alternative, each member of the Joint Venture must individually satisfy the local source requirements]) that are physically located in Japan and authorized (i.e. licensed and registered) to perform in Japan, the type of construction work specified in this solicitation. Specifically, a prospective offeror must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the resulting contract. In addition, prior to award of the contract, offeror must be registered with the Government of Japan to do construction work in Japan and possess necessary construction licenses and permits to perform work required under this solicitation. PROJECT INFORMATION: Emergency Project will provide mandatory repairs and upgrades needed to the existing out-of-service Type IV Hydrant System. Project will repair hydrant fueling system control system, flow controls, electrical, piping, and pressure relief system. This includes replacement of existing Programmable Logical Controller (PLC), installation of return venturi, replacement of oversized Back Pressure Control Valve (BPCV), relocation and refurbishment of ESOV, replacement of TRV, and associated piping, installation of new Pressure-Indicating Transmitters (PITs) and Differential Pressure Transmitters (DPTs) for PLC support, and replacement of isolation valves with DB&B plug valves. Provide new piping/valves in existing crossover & return pit, perform existing valve pit modifications, and repair & seal tunnel walls and valve pits. Install new piping and valves from Filter Separator Building to hydrant operating tanks N-1 and N-2 to allow simultaneous issue and receipt for hydrant system per current Type III/IV standard design. This project also includes draining, pigging, capping, and abandoning approximately 10,600 LF of 12 quote mark piping and 10,600 LF of 10 quote mark piping with associated valve pits and removal and demolition of the Aqueous Film forming Foam (AFFF) system and miscellaneous piping from the filter pump house. Prior to returning hydrant loop to service a comprehensive hydrant tuning and commissioning should be performed by qualified contractor. The Government intends to issue a solicitation in June 2015. The magnitude of this project is between 100,000,000 Japanese Yen and 500,000,000 Japanese Yen. SOLICITATION INFORMATION: 1. Traditional hard copies of plans and specifications will not be available for this project. Solicitation documents, including amendments, will be posted in Federal Business Opportunities (FedBizOpps) webpage for interested parties to download. It is the responsibility of interested parties to check FedBizOpps as to whether the solicitation and/or amendment(s) have been issued. 2. Companies that have not submitted Bidders Mailing List Application to this office on or after April 2005 are requested to go to the U.S. Army Corps of Engineers, Japan Engineer District, Contracting Division website (http://www.poj.usace.army.mil/BusinessWithUs/GettingStarted.aspx) to download the Bidders Mailing List Application. Such companies shall be required to complete Bidders Mailing List Application and submit documents that show they are registered with the Government of Japan to do construction work in Japan and possess necessary construction licenses and permits required to perform the work required under this solicitation prior to or at the time of bid/proposal submittal.
