- Volume 3 References Volume 2B Program Development Study and Appendices Volume 2A Scope of Work Division 1 Agreement Past Performance Questionnaire SF 1442 Solicitation THIS REQUEST FOR PROPOSALS (RFP) IS SUBJECT TO THE AVAILABILITY OF FUNDS. FUNDING FOR THIS PROJECT HAS NOT YET BEEN AUTHORIZED. Please carefully review all attached RFP documents. The Edward R. Roybal Federal Building and U.S. Courthouse (Roybal FBCT) is located at 255 E. Temple Street in the civic center of downtown Los Angeles. The Roybal FBCT occupies 3.68 acres of an 8.08 acre parcel shared with the 300 North Los Angeles Federal Building. The Roybal building is a Class A standalone structure occupied primarily by the U.S. District Courts (USDC), U.S Bankruptcy Courts (USBC), Drug Enforcement Agency (DEA), and other court related agencies. Constructed in 1993, the building is steel frame construction with exterior granite cladding. The building has 22 stories, with three below-grade basement levels, including an underground parking facility. The Edward R. Roybal Repair and Alteration Tenant Improvement Prospectus Project (Roybal Project) is a limited scope project required to consolidate the U.S. Court's operations from 312 North Spring Street, 300 North Los Angeles Federal Building, and Roybal that will not be housed in the new Los Angeles Courthouse (LACT). The project scope includes reconfiguration of Court space and tenant improvements in the Edward R. Roybal Federal Building and Courthouse that are required for this consolidation. It does not include any shell or core work. The project is a multi-phased construction tenant improvement project that will take place on 13 of the 22 Floors at Roybal and covers approximately 110,000 square feet of base scope of work and an additional 16,000 square feet of options work. The Roybal Project includes repurposing of existing courtrooms for general office space for the U.S. Bankruptcy Court (USBC), the U.S. District Court (USDC), Circuit Library, and Pretrial Services. In addition, renovation of existing court-occupied space will occur to create more efficient work spaces. Minor adjustments are expected to the building's HVAC, plumbing, and electrical systems to support tenant improvement work. The Fire Life and Safety will also be reconfigured to accommodate space changes. The request for proposal will also include the following Options: Option A: Circuit Library - Minor tenant improvement, finish replacement, and repurposing of one (1) existing courtroom and ancillary spaces. Includes: removal of fixed courtroom furnishings, provide conveyance power, telephone and data infrastructure, AV infrastructure, patch and repair existing walls, and new carpet. Option B: USDC Finish Modifications - Provide finish replacements only for two (2) conference rooms, 1 jury lounge, 2 toilet rooms, and an adjacent corridor. Option C: USDC Finish Modifications - Provide finish replacement only for 1 jury lounge, 2 toilet rooms, 1 lactation room, and 1 excuse room. Option D: USDC Finish Modifications - Provide finish replacement only for 2 jury lounges, four (4) toilet rooms, 2 conference rooms, 2 witness rooms, and 1 adjacent corridor. Option E: USDC Judges Chamber - Build-out of 1 USDC Judges Chamber. Option F: USBC Space - Repurpose 1 existing courtroom for flexible office use. Includes removal of fixed courtroom furnishing, providing conveyance power, telephone and data infrastructure, AV infrastructure, patch and repair existing walls, and new carpet. Option G: USBC General Assembly - Repurpose 1 existing courtroom for general assembly space. Includes removal of fixed courtroom furnishing, providing convenience power, telephone and data infrastructure, AV infrastructure, patch and repair existing walls, and new carpet. Option H: USBC Joint Use Operations - Repurpose 1 existing courtroom for flexible office use. Includes removal of fixed courtroom furnishing, providing convenience power, telephone and data infrastructure, AV infrastructure, patch and repair existing walls, and new carpet. Option I: USBC Board of Judges - Repurpose 1existing courtroom for board of judges space. Includes removal of fixed courtroom furnishing, providing convenience power, telephone and data infrastructure, AV infrastructure, patch and repair existing walls, and new carpet. Option J: Appendix C Swing Space and Move Requirements - Refer to Volume 2B Program Development Study Appendix C for requirements.
