Description

The SHPD Program seeks to automate processes in order to better handle the growing number of per diem requests flowing into the system, estimated to be a 10% increase year over year. The current processes are largely manual and paper-based, present an administrative burden and may serve to increase Veteran's financial responsibility by delaying provision of per diem benefit to the SVH. The needs for an automated system to manage the SHPD process stem from the following drivers: "DATA Act requirements: with the full implementation of the DATA Act in May 2017, the SHPD Program will be required to report on programmatic and funding details that the current As-Is processes do not capture, specifically, fields tying funding data to individual Veterans. "Prompt and accurate payment for Veteran Care: the current process lacks a systematic and transparent workflow system and, as a result, processing applications from SVHs for Veteran care can be delayed beyond the required 10-day processing window or become initiated at an incorrect rate. This sometimes leads to the loss of eligible per diem payments for Veterans. "Administrative burden: inefficient, manual (and sometimes redundant) processes have created administrative burdens for both SVH and VA staff. "Improper payments: improper payments have the potential to be a risk in the current system due to the lack of data tracking and/or non-integration with other VA systems (e.g., VistA, Eligibility System Redesign (ESR)). "Data Visibility: no visibility at the Veteran level. Congressional queries and VA audit functions necessitate greater data visibility..
