- THIS IS A SOURCES SOUGHT NOTICE AND IS FOR INFORMATION PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. NO SOLICITATION IS CURRENTLY AVAILABLE. A Market Survey is being conducted to determine if there are adequate contractors for the following proposed contract: The Army Corps of Engineers, Philadelphia District, is interested in obtaining a qualified contractor to provide the sturgeon protection and monitoring services and plan under the upcoming Delaware River Main Channel Deepening Rock Removal Project. The Deepening Rock Removal Project is a dredging contract that will consist of underwater blasting to a level of effort not specified at this time, but sufficient that the need has arisen to identify contractors capable of providing full spectrum Sturgeon Protection and Monitoring Services in order to comply with and satisfy the regulatory and governing authorities for the waterways along of the Delaware River. These requirements are for a contractor qualified to self-perform protection of, monitoring of, and handling of endangered fish in accordance with the National Marine Fisheries Service, pursuant to federal Endangered Species Act regulations. The following is a listing of the salient, though not all inclusive list, of requirements: 1. Must be familiar with the habits and annual movements of Shortnose Sturgeon and the New York Bright populations of Atlantic Sturgeon in the Delaware; 2. Familiar with these species' age of population expected to span, young-of-year, juvenile adult and spawning adult life stages; 3. Possess the necessary Endangered Species Act permits from the National Marine Fisheries Service for capturing, tagging and handling Shortnose Sturgeon and the New York Bright population of Atlantic Sturgeon in the Delaware River; 4. Be familiar with and have working knowledge of the physical constraints associated with trawling in the waterways along the Delaware River, i.e.; bottom topography, rocky outcrops and typical debris, strong tidal currents, and ship traffic; 5. Must have prior experience with trawling techniques, including use of commercial trawling vessels, for capturing Shortnose and Atlantic Sturgeon; 6. Must have prior experience with tagging Shortnose and Atlantic Sturgeon, and relocation of sturgeon as well as the ability transport the fish to suitable habitats outside of the project work area; 7. Must have proven working experience with underwater imaging systems, i.e.; Sonar, DIDSON, Fish Finders, and peripherals such as video and data recorders, and radio tagging and telemetry techniques for locating and tracking Shortnose and Atlantic Sturgeon; 8. Must be familiar with and have working knowledge of noise deterrent systems specifically designed for exclusion of Shortnose and AtlanticSturgeon. The dredging contract award is anticipated in September 2015. Contract duration will be for up to 1-1/2 years. Contractors are required to submit a narrative demonstrating their experience on projects of similar scopes and magnitude, calling out how the experience ties to the salient factors listed above. Capability statements should include information for both single and aggregate projects, details about similar projects, completion dates, references and contract amount. Narratives shall be no longer than 5 pages. Responses should be sent to Sandi Fletcher at Sandra.G.Fletcher@usace.army.mil on or before 22 May 2015 no later than 3:00 PM.
