This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is 10620873 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-82. The associated North American Industrial Classification System (NAICS) code for this procurement is 541519 with a small business size standard of $27.50M.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2015-05-26 16:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Annville, PA 17003 The National Guard - Pennsylvania requires the following items, Meet or Exceed, to the following: LI 001: Control Room Upgrade to include equipment and installation. A site visit will be conducted Wednesday May 20, 2015 @ 1PM EST. Post site-visit questions are due no later than 2PM EST on May 21, 2015. Questions may be submitted prior to the stated site visit. Answers to pre site visit questions received by 2PM EST on Tuesday May 19 will be provided prior to the scheduled site visit. Questions received after 2PM EST May 19 and prior to 2PM EST on May 21 will be provided by 4PM EST on May 21. The purpose of the site visit is to provide access to the facility identifying applicable areas and equipment. While the site visit is not mandatory, it is encouraged. Questions may be presented in written form after the site visit. Technical questions or requests for information will not be answered during the visit., 1, JOB; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, National Guard - Pennsylvania intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. National Guard - Pennsylvania is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. Ray of intent to attend @ brian.c.ray2.mil@mail.mil Background: The Medical Battalion Training Site (MBTS) is a schoolhouse that provides medical training to military medics and non-medic Soldiers. The training is conducted in a dynamic simulation center environment that is built on the tenants of Tactical Combat Casualty Care (TC3). The unit conducts immersive training lanes in the rooms that simulate a combat environment. The simulation rooms are equipped with colored and strobe lighting, smoke generation, scent generation, and sound. During lanes, all of the student?s senses are assaulted to ensure the student is able to perform complex tasks in a stressful environment. b. Issue. Currently, the simulation center is not fully operable due to equipment malfunctions in the control room. Goal/end state: Resolve malfunctions and incorporate upgrades that will provide more functionality to the simulation center. Expectations: Contractor shall: * Clean all equipment, label rack cabling and document connections. * Install necessary equipment to run all DMX lighting and control cues for fog machines and strobe lights; all lighting cues will be loaded and programmed into the equipment. Equipment configured to accept midi commands from the existing software running on the iPad and Mac Mini. * Provide necessary equipment, supplies, and labor to complete the job and make the control room fully functional. * demonstrate the functionality of the system and provide operator verbal and written instruction to MBTS staff upon completion. * ensure all waste is disposed of appropriately
