- B.01 REMANUFACTURE (a) This is a remanufacture meeting the requirements at FAR 22.1003-6(a)(1). The contractor shall furnish all material, plant facilities, labor, parts, equipment, and expertise necessary to perform the remanufacture required to restore the piece(s) of equipment to original life expectancy, or nearly so. The contractor shall also accomplish all necessary packing and preservation and packaging. ALL work shall be completed in accordance with the requirements specified herein (including attachments hereto) and at the unit price(s) established at the time of award. (b) A Pre-Award Survey and/or Initial Production Evaluation (IPE) may be required. Details are provided in Appendix A,paragraphs 1.2 and 1.3 respectively. (c) Qualification requirements apply. Interested vendors that have not been previously qualified for this acquisition must submit a Source Approval Request (SAR) package to the Source Development, Small Business Office @ 405-739-7243. As prescribed in FAR 9.202(e), the contracting officer need not delay a proposed award in order to provide a potential offeror with an opportunity to demonstrate its ability to meet the standards specified for qualification. (d) This acquisition may involve technology that has a military or space application. The only contractors who may participate are those that are certified and registered with the Defense Logistics Information Service (DLIS) (1-800-352-3572) and have a legitimate business purpose. In order to receive any technical data related to this acquisition, offerors must be registered with Federal Business Opportunities (FedBizOpps) www.FBO.Gov. Requests for data are to be submitted to 558cbss.gbhba.psd@tinker.af.mil for Drawings and directly to the PCO and/or buyer for Technical Orders (TOs). The request shall be on company letterhead and include the applicable solicitation number and the specific data needed (e.g. TO number, drawing number). The request must be accompanied by a copy of the current and approved DD Form 2345. The form, including instructions for completing the form, is available at: http://www.dtic.mil/whs/directives/infomgt/forms/forminfo/forminfopage2220.html The Government is not responsible for incomplete, misdirected, or untimely requests. (e) Failure of the Government to furnish such items in the amounts or quantities described in the Schedule as "estimated" or "maximum" will not entitle the contractor to any equitable adjustment in price under the Government Property clause of the contract. (f) Some units of items listed in Section B may, upon disassembly and/or inspection, be determined to be beyond the remanufacture limits specified in the Work Specification and/or Technical Orders. Any cost for work performed by the Contractor prior to determination that such equipment is beyond these limits, shall be included in the unit price(s) of the listed item(s). (g) Condemned units shall not be counted as production. (h) Offerors must clearly identify all proposed deviations from the solicitation requirements and/or exceptions to the terms and conditions. Offerors must also provi e complete rationale for all proposed deviations and/or exceptions. See section L, paragraph L-03(b) of INSTRUCTIONS, CONDITIONS, AND NOTICES TO RESPONDENTS FOR PROPOSAL PREPARATION USING LOWEST PRICE TECHNICALLY ACCEPTABLE (LPTA) PROCEDURES. (i) Applicable Quality Assurance for line items 0001 - 0004 is Higher Level Contract Quality Requirements as follows: ISO 9001:2000, AS 9100, NATO AQAP 2070, or equivalent. (j) If you believe that any of the Government's required deliveries is unreasonable or not obtainable, provide a schedule your firm considers to be a reasonable, obtainable delivery schedule and include, as an attachment to your response, the information requested at Section L-03(b) of the solicitation. Note: Failure to meet or exceed the Government's required delivery and/or include the information requested at Section L-03(b) may result in the proposal not being considered for award. B.02 ADDITIONAL INFORMATION (a) THIS SOLICITATION CONTEMPLATES AWARD OF A 5-YEAR INDEFINITE DELIVERY/INDEFINITE QUANTITY (ID/IQ) TYPE CONTRACT. ALL QUANTITIES SPECIFIED HEREIN REPRESENT THE TOTAL CONTRACT QUANTITIES FOR ALL FIVE YEARS COMBINED. THE PERIOD OF PERFORMANCE FOR EACH LINE ITEM SHALL EXTEND FROM THE CONTRACTUAL EFFECTIVE DATE THRU FIVE YEARS THEREAFTER OR UNTIL THE MAXIIMUM QUANTITY FOR THE LINE ITEM IS REACHED, WHICHEVER COMES FIRST. (b) There are several long lead time component parts involved with this requirement. The awardee is responsible for securing these parts in a timely manner so as to mee the Government's required delivery schedule. Questions & Answers: Q. "The Horizontal Stabilator units have a history of corrosion, fatigue, and excessive wear on several high dollar components including the forward and aft cylinders, the forward and aft pistons, the center dam assembly and the rod end. The solicitation SOW removes the CONDEMNATION CANDIDATES paragraph that is in the current contract PWS. Please clarify the BER requirements applicable to solicitation FA8118-15-R-0004." A. N either the "old" CONDEMNATION CANDIDATES language nor any BER language is included in the SOW. Lack of this language means the following: -There will be no BER items under this contract; however, there is still language allowing the contractor to request condemnation of items when the item is not capable of being remanufactured. -With BER NOT being applicable to this effort, as long as the item is capable of being remanufactured, the contractor is responsible for remanufacturing the item; regardless of the actual cost (this risk should be considered when developing the proposal). -In accordance with SOW para 2.2.2, Over and above is available; but only in limited circumstances. "Over and Above shall only be considered for missing components or for components damaged due to causes unrelated to the normal use of the end item." Q. Please confirm if the listing of Special Tools and Equipment required by SOW paragraphs 1.2.2.b and 1.6.2 is required as a proposal submittal. (This question has been modified to protect identity of submitter) A. SOW paragraph 1.2.2.b only applies if a Pre-award survey is to be conducted. The Prea-ward survey, if required by the government, would take place after proposal submission. As such, the list of Special Tools and Equipment referred to in this paragraph is NOT required to be submitted with the initial proposal. However, if after receipt of proposals your firm is notified that a pre-award is to be conducted, your firm shall be responsible for following SOW para 1.2 SOW 1.6.2 applies to those offerors who propose using substitute tools and support equipment (SE). In accordance with SOW paragraph 1.6.2. "If the Contractor intends to substitute SE, a list of the proposed substitute SE shall be provided to the PCO with the proposal." Therefore, if your firm is planning to utilize substitute tools and support equipment to complete the work, a list of the substitute SE shall be provided with the proposal. Failure to include this list may result in the proposal not being considered for award.
