- This is a sources sought announcement for market survey to be used for preliminary planning purposes. This is not a solicitation for proposals and no contract will be awarded from this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. (Respondents will not be notified of the results of the evaluation). 1. Contract Information: This Facility Operations and Maintenance Support Contract provides the U.S. Army Corps of Engineers (USACE), Los Angeles District with the capability to execute operation and maintenance (O&M) services and minor repairs for the Naval Hospital Camp Pendleton (NHCP), NHCP Camp Pendleton, (MCLB) Barstow, (MCAGCC) Twentynine Palms, (MCAS) Yuma and Naval Base Ventura County (NBVC) through a service contract. O&M activities include, but are not limited to preventative maintenance, repairs, painting, trouble-shooting existing systems, servicing existing operations, and emergency services. The Government is represented by the USACE and the Customer is represented by the Naval Hospital Camp Pendleton - Facilities Management Department, (NHCP-FMD). The contract is anticipated to be awarded as a (1) one-year base period with four (4) 1-year option periods, for a total period of at least five (5) years. Interested sources should respond to the questions presented within this announcement in order to facilitate the Government's market research efforts. The Government will analyze all responses and determine the business strategy for this acquisition. If the determination is made that there are not enough qualified and/or interested small business firms to perform this requirement, the Government may solicit the acquisition as an unrestricted full and open competition. The Government does not intend to rank submittals or provide any reply to interested firms. 2. Project Information: The NHCP, facility number H-200 is a 500,000 square foot multi-level hospital that includes a Central Utility Plant and a parking garage. The hospital includes inpatient medical facilities, ancillary departments, emergency care, specialty care clinics, operating rooms, pharmacy, and support administration spaces. The NHCP-FMD manages the routine preventive maintenance program, service calls, repairs, and all construction, repair, and renovation for the hospital buildings and utility equipment. The main objective is to provide skilled labor to perform maintenance and repair, trouble shoot service calls, and operate and monitor the central utility plant. Work is to be accomplished for the NHCP-FMD. 3. Contractor Requirements: The Contractor shall furnish all supervision, labor, transportation, tools, materials, supplies, vehicles, and equipment necessary to properly perform the work. This service contract incorporates two major functions: (1) Reoccurring normal daily routine corrective and preventative maintenance, and (2) Unforeseen maintenance issued under authorized work requests. The Contractor may be tasked with such authorized work requests for services such as repairs, and/or replacement of equipment, materials, and supplies for general facility maintenance. The Contractor must be able to respond in a timely manner to these service requests. The Contractor shall also provide maintenance staff to perform routine maintenance at NHCP Camp Pendleton, (MCLB) Barstow, (MCAGCC) Twentynine Palms, (MCAS) Yuma and Naval Base Ventura County (NBVC) and must be able to respond to all emergency requirements during off duty hours, weekends, and holidays. The Central Utility Plant must be maintained in operation with proper personnel 24/7. Type of work: 1. Facility Maintenance 2. Heating, Ventilation, and Air Conditioning (HVAC), Compressors, 3. Electrical Emergency System Testing 11. Variable Frequency Drive Maintenance 12. Domestic Hot and Cold Water Valve Maintenance 13. Galley Freezer and Refrigeration System 14. Ice Machines 15. Landscaping / Ground Maintenance 16. Tree Trimming Services 17. Automatic Sliding Doors, Fire Doors, and Other Various Doors 18. Backflow System Certification 19. Medical Gas Inspection Certifications 20. Liquid Oxygen Rental & Refill Service 21. Fire Alarm and Sprinkler Testing and Emergency Service and Emergency Repair Service 22. Emergency Service and Emergency Repair Service The contractor shall have demonstrated knowledge and experience of codes, standards, directives, and criteria governing the operation, maintenance and repair of medical treatment facilities, including Navy, The Joint Commission (TJC), National Fire Protection Association (NFPA), Unified Facilities Criteria (UFC), Occupational Safety and Health Administration (OSHA), Infectious Control Risk Assessment (ICRA) requirements, and the Environmental Protection Agency (EPA). The Contractor shall demonstrate knowledge with the ability to provide all documentation required by TJC and Naval Hospital Camp Pendleton (NHCP) that is required to support the MTF's Environment of Care (EC), Life Safety (LS), and Emergency Management (EM) programs as well as any other facilities management-related requirements identified in the TJC Comprehensive Accreditation Manual for Hospitals (CAMH). The Contractor shall provide a person(s) that is certified as a Certified Healthcare Facility Manager (CHFM) as defined by the American Hospital Association. CHFM person(s) shall oversee all maintenance and repair work at facilities covered by this annex. Contractor shall have a minimum of three years experience in the role as a Certified Healthcare Facility Manager (CHFM). 4. Submission Requirements: This sources sought announcement is open for responses from both small and large businesses. The Government is seeking to identify qualified sources either singularly or as part of an assembled team under North American Industry Classification System (NAICS) 561210, Facilities Support Services. Interested firms should submit a document describing relevant demonstrated experience and qualifications via email to Tomas.e.koponen@usace.army.mil no later than 05 June 2015. Submissions should not exceed ten- 8.5 inches x 11 inches pages (five pages if printed two-sided). The submission should address all questions in the sources sought questionnaire below and your firm's ability to perform the requirement. All interested firms must be registered in System for Award Management (SAM) to be eligible for award of Government contracts. No hard copy or facsimile submissions will be accepted. Cover letters and extraneous materials (brochures, etc) will not be considered.
