Description
The Department of Veterans Affairs, VISN 7, intends to award a sole source contract to Control Management, Inc. 3101 Carlisle Street, Columbia, SC 29205 to provide full service including all labor, equipment and material necessary to maintain the Siemens Energy Management System at the Dorn VA Medical Center, 6439 Garners Ferry Road, Columbia, SC 29209. Siemens is the proprietary vendor and Control Management, Inc. has exclusive rights to sell, design, install and service Siemens Industry 600 APOGEE product line. COMPLETE STATEMENT OF WORK BELOW: Contractor to provide: Full-service maintenance and repair of Siemens Building Technologies System 600/APOGEE equipment listed below. The contractor shall provide all resources necessary to provide full support services on the energy management system at the WJD VA Medical Center. Contractor shall provide labor, equipment, software, and parts (to include transportation, lodging and travel expenses). Contractor's employees must be factory trained and fully supported by Siemens Building Technologies. BACKGROUND: Maintenance and repair service for the Siemens Building Technologies System 600/APOGEE is needed to maintain system operation integrity, and reliability. This equipment has been covered by service agreements in the past primarily to maintain system integrity and reduce costs to repair equipment upon failure. 3. PERIOD OF PERFORMANCE: BASE + 4 Option Year requirement: BASE YEAROCTOBER 1, 2015 - SEPTEMBER 30, 2016 OPTION 1OCTOBER 1, 2016 - SEPTEMBER 30, 2017 OPTION 2OCTOBER 1, 2017 - SEPTEMBER 30 2018 OPTION 3OCTOBER 1, 2018 - SEPTEMBER 30, 2019 OPTION 4OCTOBER 1, 2019 - SEPTEMBER 30, 2020 Coverage during these periods of performance includes full-service maintenance, (parts, labor and materials) as well as travel, transportation and lodging for technicians called for service. 4. PLACE OF PERFORMANCE: Place of performance is 6439 Garners Ferry Road, Columbia SC 29209. Equipment is located in buildings 100, 100A, 114, 106, 103, 103A, 9 and 9A. 5. PERFORMANCE REQUIREMENTS: Contractor to provide: Full-service maintenance and repair of Siemens Building Technologies System 600/APOGEE equipment. The contractor shall provide all resources necessary to provide full support services on the energy management system at the WJD VA Medical Center. Contractor's employees must be factory trained and fully supported by Siemens Building Technologies. 6. INVOICES: a. Payment will be made upon receipt of a properly prepared detailed invoice, prepared by the Contractor and submitted through Tungsten Network (formerly known as OB10) http://www.tungsten-network.com/us/en/. A properly prepared invoice shall contain: "Invoice Number and Date "Contractor's Name and Address "Accurate Purchase Order Number "Supply or Service provided "Period Supply or Service Provided "Total Amount Due b. Please begin submitting your electronic invoices through the Tungsten Network for payment processing, free of charge. c. TERMINATION FOR CONVENIENCE: Subject to a 14 day advance notice, the Government reserves the right to terminate this contract for convenience if the need for this service changes or is no longer required. 10. RECORDS MANAGEMENT LANGUAGE FOR CONTRACTS: The following standard items relate to records generated in executing the contract and should be included in a typical Electronic Information Systems (EIS) procurement contract: a.Citations to pertinent laws, codes and regulations such as 44 U.S.C chapters 21, 29, 31 and 33; Freedom of Information Act (5 U.S.C. 552); Privacy Act (5 U.S.C. 552a); 36 CFR Part 1222 and Part 1228. b.Contractor shall treat all deliverables under the contract as the property of the U.S. Government for which the Government Agency shall have unlimited rights to use, dispose of, or disclose such data contained therein as it determines to be in the public interest. c.Contractor shall not create or maintain any records that are not specifically tied to or authorized by the contract using Government IT equipment and/or Government records. d.Contractor shall not retain, use, sell, or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected by the Freedom of Information Act. e.Contractor shall not create or maintain any records containing any Government Agency records that are not specifically tied to or authorized by the contract. f.The Government Agency owns the rights to all data/records produced as part of this contract. g.The Government Agency owns the rights to all electronic information (electronic data, electronic information systems, electronic databases, etc.) and all supporting documentation created as part of this contract. Contractor must deliver sufficient technical documentation with all data deliverables to permit the agency to use the data. h.Contractor agrees to comply with Federal and Agency records management policies, including those policies associated with the safeguarding of records covered by the Privacy Act of 1974. These policies include the preservation of all records created or received regardless of format [paper, electronic, etc.] or mode of transmission [e-mail, fax, etc.] or state of completion [draft, final, etc.]. i.No disposition of documents will be allowed without the prior written consent of the Contracting Officer. The Agency and its contractors are responsible for preventing the alienation or unauthorized destruction of records, including all forms of mutilation. Willful and unlawful destruction, damage or alienation of Federal records is subject to the fines and penalties imposed by 18 U.S.C. 2701. Records may not be removed from the legal custody of the Agency or destroyed without regard to the provisions of the agency records schedules. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals or a solicitation for offers. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product to Joseph M. All capability statements received by the closing date of this notification of this synopsis will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This acquisition is being conducted under FAR Part 12 commercial procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 238210- Electrical Contractors for Other Wiring Installation Contractors. This is for informational purposes only and not to be considered as a commitment by the Government. Any information submitted to this notice of intent is voluntary.
