- G15PS00441 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 13, as supplemented with additional information included in this notice. The solicitation/reference number is G15PS00441 and is issued as a Request for Quote (RFQ) and can be found in its entirety at FedConnect (www.fedconnect.net). The Department of the Interior (DOI) U.S. Geological Survey (USGS) Central Energy Resources Science Center (CERSC) Denver, CO, requires (2) interactive seismic interpretation software license packages, Brand Name or Equal to the Salient Characteristics of OpendTect License Software and Plug-ins. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-82. The associated North American Industrial Classification System (NAICS) code for this procurement is 511210 Software Publishers with a small business size standard of $38.5M. This requirement is a Small Business set-aside and only qualified offerors may submit quotes. The solicitation pricing will start on the date this solicitation is posted and will end on 2015-05-19 17:00 Eastern Time. FOB Destination shall be Denver, CO 80225. Question Submission- Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the buyer to respond. Questions can be submitted by email to Don Downey, ddowney@usgs.gov. Questions not received within a reasonable time prior to close of the solicitation may not be considered. Quote Submission- Quote packages shall be submitted electronically, only. Offerors shall submit quotes via the FedConnect system at www.fedconnect.net, or, by email to Don Downey, ddowney@usgs.gov. The US Geological Survey requires the following items, Brand Name or Equal, to the following Brand Name Salient Characteristics: OpendTect License Software or Equal to the following Brand Name Specifications and Salient Characteristics: 1.Software is a fully interactive seismic interpretation package capable of working with and integrating 2D and 3D seismic data and well log data. The software package will be deemed ¿fully interactive ¿ if it permits on-screen 2D and 3D viewing, horizon/fault picking, and well-log and seismic data overlays. 2.Documentation is provided for all delivered software, software support and updates are provided for all delivered software. 3.The main software shall have the following routines, and/or capabilities: a.The main software package is suitable for use on the following computer platforms: Macintosh OS X 10.6 and later, 32- and 64-bit Windows Vista 7 and 8, and 32- and 64-bit Linux. b.Software shall accept seismic data input in SEGY, OpendTect CBVS, and GSSI ground penetrating radar DZT formats. c.Software shall accept well log data input in ASCII file formats. d.Software shall support the picking of horizons in two and three dimensions via automated and manual approaches e.Software shall support the picking of faults in two and three dimensions f.Software shall enable the calculation of synthetic seismograms from well log data g.Software shall interface with Madagascar open-source seismic processing software h.Software shall interface with open-source mapping software Generic Mapping Tools (GMT) i.Shall provide software maintenance and support for a period of at least one year from installation as part of the initial purchase. j.Brand name has expandability to provide greater capabilities through various add-on packages that fulfill specific interpretation purposes. These add-on packages need not function on all three specified computer platforms. 4.Brand name has expandability to provide additional functionality through optional add-ons. a.Dip Steering calculates steering cubes (i.e. volumes with local dip and azimuth information) for advanced attributes, filters, chrono-stratigraphic horizon tracking (HorizonCube) and gridding. Plugin functions on the Macintosh, Windows and Linux operating systems. b.HorizonCube maps a dense set of correlated stratigraphic surfaces which can be used for high resolution low-frequency models, sequence stratigraphy, etc. Plugin functions on the Macintosh, Windows and Linux operating systems. c.SSIS is a Sequence Stratigraphic Interpretation System supporting a/o 3D Wheeler transformation of seismic data and (meta-)attributes, to perform system tracts interpretations. Plugin functions on the Macintosh, Windows and Linux operating systems. d.Neural Networks supports supervised and unsupervised neural networks for object detection (e.g. chimneys and faults), seismic facies analysis and inversion to rock properties. Plugin functions on the Macintosh, Windows and Linux operating systems. e.Well Correlation Panel is for the correlation of wells and seismic horizons that can be integrated with a stratigraphic column. Plugin functions on the Macintosh, Windows and Linux operating systems. f.CCB ¿ Fluid Contact Finder is used to detect subtle hydrocarbon-related seismic anomalies and to pinpoint Gas-Water, Gas-Oil and Oil-Water contacts. Plugin functions on the Macintosh, Windows and Linux operating systems. g.Velocity Model Building supports picking of residual move-outs on pre-stack gathers and semblance gathers, picking of pre-stack events for tomographic inversion and building / updating of 3D velocity models. Two modules are supported: vertical update and horizon-consistent update. Plugin functions on the Macintosh, Windows and Linux operating systems. h.SynthRock is a forward pseudo-well modeling and probabilistic inversion package supporting wedge models, stochastic models, pre- and post-stack synthetic seismograms and cross-matching (HIT cube) inversion. Plugin functions on the Macintosh, Windows and Linux operating systems. i.PDF3D allows capturing 3D images in PDF format for sharing via Adobe ¿s free Acrobat Reader software. Plugin functions on 64-bit Windows operating systems. j.Workstation Access is to exchange data with SeisWorks/OpenWorks ® or GeoFrame/ IESX ®. Plugin functions on 64-bit Linux operating systems. k.GeoDataSync ¿ Accelerate is a plug-in for Petrel* seismic to simulation software. It provides users with easy access to 3D seismic data volumes stored in an OpendTect survey without copying. This can be for viewing and using within a Petrel* workflow. It also provides a facility for importing, and exporting of various data objects between OpendTect and Petrel*. Plugin functions on 64-bit Windows operating systems. l.Seismic Coloured Inversion is an easy method to create band-limited acoustic impedance. Plugin fuctions on 64-bit Windows and Linux operating systems. m.Seismic Spectral Blueing is a method for shaping the seismic spectrum to resemble the spectrum of measured well logs. SSB increases the vertical resolution without boosting noise. Plugin fuctions on 64-bit Windows and Linux operating systems. n.Seismic Feature Enhancement is a flat-spot utility that enhances the signal of consistent flat events and reduces the "noise" of the channel reflections. Plugin fuctions on 64-bit Windows and Linux operating systems. o.Seismic Net Pay is an improved method to estimate net pay from seismic attributes. Plugin fuctions on 64-bit Windows and Linux operating systems. p.Deterministic Inversion includes a 3D model builder for constructing a priori impedance models using well log and seismic horizon data; a 2D error grid generation module for providing spatial inversion constraints and a model-based deterministic inversion module. Plugin fuctions on 64-bit Windows and Linux operating systems. q.Stochastic Inversion includes the MPSI ultraFast stochastic inversion module for generating multiple geostatistical realizations and the utilities for processing the multiple realizations to represent the inversion uncertainty for lithology, porosity, saturation or other attributes as probability cubes. This plug-in also requires the purchase of the deterministic inversion plug-in. Plugin fuctions on 64-bit Windows and Linux operating systems. r.CLAS Lite is a petro-physics package that supports log editing and calculation of derived logs such as porosity, saturation, volume of clay and temperature. Plugin functions on 32-bit and 64-bit Windows and Linux operating systems. s.XField 2D is an integrated potential field modeling software package. XField empowers explorationists with the tools to create 2D/2.5D geological models through fully integrating potential field data alongside seismic data and other available geophysical datasets in a 3D workspace. Plugin functions on 64-bit Windows operating systems. Special Considerations. Data Rights. With the exception of any seismic data provided by Contractor for tutorial purposes, all seismic data processed and interpreted with software provided by Contractor are the property of the USGS. Non-price Documentation Requirement. In addition to providing pricing, quote packages MUST include certain non-pricing information as document(s) in their quote package, so they are received no later than the closing date and time of this RFQ. An offeror ¿s failure to comply with these terms may result in its quote being determined to be non-responsive. The quote package must include non-pricing documentation that readily demonstrates the firm ¿s ability to offer software to meet or exceed the Brand Name Salient Characteristics.
