- Description
- The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Physical Measurements Laboratory (PML), intends to negotiate on a sole source basis with GMI, Inc. located in El Paso, TX, under the authority of FAR Subpart 13.106-1 (b), Soliciting from a Single Source. The NIST Radioactivity Group maintains the national standard for radioactivity. Liquid scintillation (LS) counting is used in the Group as a primary technique for the standardization of alpha and beta emitting radionuclides and because of this, high-accuracy LS counters having known properties are a critical component of the Group's laboratory. This procurement is being initiated to replace one of the LS counters that had been in service for more than 20 years and has passed its service life. The Group utilizes LS counters from each of the major manufacturers in the development of National standards for radioactivity. The results from the measurements made with these instruments are used to establish such standards. The use of different instruments is done as a matter of standard procedure and Is based on the fact that If measurements taken with multiple instruments, each having different operating characteristics, give the same answer, then a high degree of confidence in the results is achieved. Moreover, making measurements with multiple instruments provides information on the uncertainties in the measurement results. The Group currently owns a Beckman-Coulter LS6500, a Packard TiiCarb 2500TR, and a Wallac WlnSpectral 1414. The Packard and Wallac instruments originate from the same company (PerkinEimer) and one of those Instruments is the one being replaced by this procurement. Hitachi has recently entered the US market in LS counters. In order to retain the diversity of instruments in the laboratory, NIST intends to add a Hitachi LSC-8000 to the inventory. GMI, Inc. is the only authorized distributor of this new model equipment in the United States of America, and therefore, the only source for this much needed equipment. The NAICS Code is 334516 with a size standard of 500 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order for this requirement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by established date and time. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
