- F15PS00279 Attach 1 to amendment 1 The United States Fish and Wildlife Service has a Multiple Award Solicitation (MAS) request for new Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts regarding Multiple-Award Task Order Contract (MATOC) for Landscape Architect-Engineering Services throughout the Pacific Region for the U.S. Fish and Wildlife. The Pacific Region covers the states of Washington, Oregon, Idaho, Hawaii and trust territories of the Pacific Islands. Only Region 1 of the U.S. Fish and Wildlife Service will be authorized to utilize these IDIQ contracts. A site visit is not applicable to this requirement, but will be identified on each task order that arises on future requirements. Landscape services could include performance of any part of the professional skills necessary to provide Landscape Architectural and Landscape Architectural led multi-disciplinary services including: (1) project planning and project programming including information and data gathering and analysis (2) Schematic design, alternative concept development and cost estimation (3) Design development and construction documentation including bid ready stamped and signed final plans, specifications and estimates. (4) Preparation of documents and reports with graphics and exhibits. (5) Construction support including administration, inspection and observation. Contractors must be licensed in state (s) of consideration and should be located in the Portland Metro area. States include Oregon, Washington, Idaho, Hawaii and the trust territories of the Pacific islands. Types of services and products to be provided under this contract: Design services contemplated under this contract are for those typically provided by licensed Landscape Architects including and not limited to: (1) Site development for headquarters sites, office and administration facilities, visitor contact sites, maintenance and operations facilities, quarters facilities, and outdoor recreation sites (2) Planting and irrigation (3) Visitor facilities including; kiosks, overlooks, boardwalks, blinds and shelters (4) Transportation facilities including; roadways, parking areas, trailheads, trails, and stormwater management infrastructure (5) Signage, wayfinding and welcome and orientation elements including; directional signage and structures, informational signage and structures, and interpretive structures. (6) Landscape scale planning (7) Design guidelines and other informational publications Acquisition is open to any size business. Work to be performed under the IDIQ ¿s will be within the North American Industry Classification System (NAICS) code 541320. Description of the work will be identified in each individual task order. Individual task orders typically range between an estimated $5,000 to $75,000 and on rare occasion may go up to $400,000. Each contract awarded will contain a basic 12-month period and four 12-month option periods. Total contract amount (including options) maximum will be $2,000,000 over the life of the contract. The Government reserves the right to award up to eight (8) firm-fixed, Indefinite-Delivery, Indefinite Quantity (IDIQ) Landscape Architect-Engineer contracts as determined to provide the best overall value/benefit to the Government. Duration of IDIQ contracts will not exceed 5 years (base year, plus 4 one year renewable options). No project work is anticipated to be awarded at this time. The government will evaluate offers and select the awardees utilizing the best value procedures described in the Federal Acquisition Regulation (FAR 15). In using this best value approach, the government seeks to award to those offers who give the greatest confidence they will best meet our requirements affordably. Evaluation criteria for this best value procurement will include experience (40 points), past performance (20 points), response to sample Statement of Work (30 points) and price (10 points). All successful awardees are guaranteed a minimum of $500.00 for the full contract performance period of the IDIQ contract. Upon issuance of task order(s) exceeding $500.00, the minimum guarantee will be deobligated from the IDIQ contract. With few exceptions, the government will compete the majority of future requirements among the awardees that cover the same geographic area and work category.
