Description

This is a sources sought announcement only. This is not a solicitation announcement. The purpose of this announcement is to gain knowledge of current market capabilities in relation to NAICS Code 622110. Under the authority of Public Law 104-262 and 38 USC 8153 VA Butler Healthcare is considering a sharing agreement with a healthcare entity under the specified NAICS Code 622110. This agreement will entail the use of a government owned magnetic resonance imagining (MRI) system MR450w 1.5T with GEM Suite or similar. This capital equipment purchase will be completed by the VA in exchange for MRI imaging services provided to only VA Butler Healthcare Veterans and preferential access to advanced radiology services at the contractor's network of imaging centers. The contractor would have use of the equipment to provide services to non-Veteran patients when not serving VA Butler patients. The VA will retain full ownership and accountability of the equipment in accordance with VA Handbook 7002.1, and will be responsible for the initial capital cost only. The VA will ensure through the terms and conditions of the agreement that the equipment is maintained to manufacturer specifications and complies with VA standards, and that the equipment is only operated and maintained by qualified personnel and to at least the standards of quality and safety prescribed by the VA, the Joint Commission, and the American College of Radiologists. The contractor will be responsible for the associated costs of installing and maintaining the equipment, including any required construction. The contractor will also be responsible for providing appropriate staffing, servicing, calibrating, safeguarding, and maintenance of the equipment and providing services in accordance with terms and conditions of the Government, such terms must be agreed to before any government commitment to procure such equipment. The Contractor would also be fully responsible for any liabilty arising out of or related to their use or maintenance of this equipment. The contractor must be able to provide the services within a ten (10) minute driving radius of VA Butler Healthcare. This clinical requirement is due to the necessity of providing STAT exams, particularly for the inpatients at the VA Butler Community Living Center. STAT exams must be completed and resulted within 1 hour of the provider's order. This includes travel time, set up of the exam, and interpretation. This is only feasible if the imaging location is within a 10 minute drive of the main campus. Responses to this market survey should be in writing and emailed to andrew.taylor3@va.gov.
