Description
The U.S. Army Contracting Command- Rock Island, Rock Island, IL on behalf of the Office of the Project Manager for Combat Ammunition Systems, Picatinny Arsenal, is conducting a market survey to identify potential sources that are capable of performing Load, Assembly and Pack (LAP) of the 105mm Projectile Gun Unit (PGU) 43/B, 44/B, and 45/B for requirements from FY16 through FY20. The PGU-43/B cartridge is a 105mm inert cartridge with a supplementary charge. The LAP contractor will be provided Army M1 High Explosive (HE) Cartridges under the Government Furnished Material provision of the contract. The LAP contractor will disassemble the M1 (HE) Cartridges and discard all parts except for the metal projectile body and the supplementary charge. The LAP contractor will remove explosive from the metal projectile body and replace with inert fill. A fuze well liner will be inserted. During the reassembly process the PGU-43/B is crimped to a brass cartridge case containing a primer and propelling charge. A fuze is installed on the projectile. The finished cartridge is then placed in a fiber tube which is placed in a wire bound box. The PGU-44/B cartridge is a 105mm cartridge with a supplementary charge. The LAP contractor will be provided Army M1 High Explosive (HE) Cartridges under the Government Furnished Material provision of the contract. The LAP contractor will disassemble the M1 (HE) Cartridges and discard all parts except for the metal projectile body and the supplementary charge. The metal projectile body will be 200% x-rayed during disassembly and inspection. The explosive fill is not removed from the metal projectile body. The metal projectile body will be crimped to a brass cartridge case. The brass cartridge case contains a primer and propelling charge. A fuze is installed on the projectile. The finished cartridge is then placed in a fiber tube and the tube is placed in a wire bound box. The PGU-45/B cartridge is a 105mm cartridge that consists of a newly manufactured steel projectile body, which is then filled with Composition B explosive and is 200% x-rayed. A fuze well liner and nose plug (retained from 43/B and 44/B production) must be installed; the projectile is then crimped to a brass cartridge case. The cartridge case contains a percussion primer and propelling Charge. The finished cartridge is then placed in a fiber tube and the tube is placed in a wire bound box. The United States Government (USG) anticipates the request for solicitation will be restricted to contractors located within the National Industrial Technology Base (NITB). The LAP contractor is required to furnish the CYU-1/B Brass Cartridge Case. The CYU-1/B will not be restricted to the NTIB. The Government will evaluate the proposed Brass Cartridge Case procurement strategy. It is anticipated that the USG will use a Best Value strategy with tradeoffs to award a Firm Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) type contract in FY16. The resulting contract will contain five ordering periods with multiple ordering ranges. For purposes of this market survey the most probable order ranges is 62,000-92,000 of each item per ordering period. To be able to LAP the PGU 43/B, 44/B 45/B, contractors are required to possess or have the ability to obtain, at award, the safety clearances to handle an explosive/hazardous classification of 1.2E (43/B) and 1.1E (44/B and 45/B). Contractors who are interested in these requirements should provide the USG a summary of their company's current safety clearances or its ability to obtain them. To be considered for this procurement, contractors shall provide a brief description of their capabilities to include: parent organizations, name/address/point of contact identification/email address, capabilities, past experience as a manufacturer, monthly production capacity and/or potential capacity, possible partnering/teaming arrangements, or if the company is a large or small business and CAGE Code. This market survey is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the USG. The USG will not reimburse any respondent for any effort or information submitted in response to this sources sought. All information submitted will be considered proprietary and will not be released outside the USG. Information should be provided via electronic mail to Chet Jacks, chet.a.jacks.civ@mail.mil no later than 30 days from this publication. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey.
