Description
PDF of Notice of Intent to Sole Source Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the PSC Financial Management Portfolio (FMP), intends to sole source to: J2 Global, Inc. 6922 Hollywood Blvd., Suite 500 Los Angeles, CA 90028 FMP requires the use of J2 Global, Inc.'s EFax internet fax service in order to successfully use its Payment Management System (PMS), which is a centralized grant payment and cash management system. FMP uses PMS to provide a full range of payment-related services for the Federal grant management community. The eFax internet fax service is the critical entry point at which FMP receives documents that are sent to one of five workflows. The service increases the efficiency of FMP processes by reducing processing times and avoiding staff dependence on paper document processing. Moreover, the service allows the continuation of payment-related services in the event of a national or weather-related emergency. The eFax service is critical to FMP's mission because it is used in conjunction with the five PMS workflows: (1) Central Registry Process Workflow: used to register recipient user organizations in the PMS. Once the organization is registered, the awarding agency can post the award authorizations to the account so that the funds are available for the recipient to draw. (2) Banking Establishment Workflow: used in the process of establishing a recipient's banking information on the PMS account. This allows payment requests to be deposited in the recipient's bank account. (3) User Access Workflow: used to establish recipient users in the PMS. They may enter their payment requests and perform required financial reporting via the Federal Financial Report. (4) Same Day Workflow: allows PMS to make same-day wire payments to International Grantees and Emergency Wire Payments to Domestic Grantees. (5) Awarding Agency Approval Workflow: allows PMS to place and remove restrictions on recipient accounts and make payments that require awarding agency approval. The eFax module is the only service capable of performing these services for FMP because NMS Imaging, the company that owns the PMS Workflow system, wrote an eFax module for eFlow using the eFax API. FMP's existing system, therefore, is fully integrated with eFax only. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement that speaks to the services PSC/FMP is seeking in this proposed acquisition. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the Government.
