- The Naval Undersea Warfare Center, Newport, R.I. intends to award a five year Indefinite Delivery/Indefinite Quantity (ID/IQ) type contract with firm fixed pricing for Mathworks Matlab/Simulink software licenses, the diverse support tool boxes and supporting maintenance. Statutory Authority Permitting Other Than Full and Open Competition: The test program for commercial items (41 U.S.C. 1901) as implemented by FAR 13.501(a) and Class Deviation 2014-O0004. Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) is currently supporting many programs which require the use of Mathworks MATLAB/Simulink software for modeling, simulation, and algorithm development. The minimum government requirement for a software package where custom algorithms can be developed and tested for use in calibration software development, fleet analysis software development, post/pre-processing of finite state analysis models, batch processing of large data sets, compatibility with existing models and interoperability with other DoD Agency models. This IDIQ contract will allow for the acquisition of Individual, group, network named user, and concurrent copies of Matlab/Simulink, all available tool boxes, including those that are released during the life of the contract and applicable maintenance to ensure the continued compatibility and interoperability with other labs throughout the Government, academia, and private industry. The proposed contract action is for Mathwork products which the Government intends to compete under the authority of the test program for commercial items (41 U.S.C. 1901) as implemented by FAR 13.501(a) and Class Deviation 2014-O0004. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Offerors must be registered in System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) to be eligible for award. Instructions for registration are available at the website. The NAICS is 541512; size standard is $27.5M. Solicitation N66604-15-R-1917 is anticipated to be released 22 May 2015. The synopsis period is shortened below the 15 days in accordance with FAR 5.203(a)(1). The closing date for receipt of proposals will be established in the solicitation. The solicitation and any subsequent amendments will be posted to the FEDBIZOPPS.gov website.
