Description
The purpose of this modification is to provide responses to the following questions received from vendors; Question - 1 : In Section III on page 3 of the SOW, there appear to be contradictory statements in Paragraphs A, B and C regarding the number of tests that are desired. Section A states that, "The offeror must test certain aerial display shells of 3, 4, 5, and 6 inch diameters which specifically have been pre-connected or ‘chained' together with combination of quick-match and delay fuse in their packaging." Then, in Section B, the statement is made that, "At a minimum, the UN test Series 6 a, b and c must be conducted on the 3 and 6 in shells in both the chained (with and without delay fuse) and unchained configuration." Does this statement mean that there is not a need to test sizes 4 and 5 or that a subset of tests or configurations can be tested on the 4 and 5 inch sizes? Answer: Yes, only 3 and 6 in shells will need to be tested and 4 and 5 in shells will not need to be tested to determine if the risk between chained vs unchained shells are the same. Question - 2: Is this statement indicating that testing is to be done on all three configurations (unchained, chained with quick-match, and chained with delay fuse) or that testing the chained with delay fuse configuration is optional? Answer: We do not believe that the shells chained together with delay chain fusing will be of much value. If possible, we would like to generate some data about shells chained together with delay fusing, but it is not essential.
