Description
Army Contracting Command (ACC) Aberdeen Proving Ground (APG) Research Triangle Park (RTP) Division intends to solicit on the basis of Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to General Atomics Aeronautical Systems, Incorporated, doing business as GA-ASI (Cage Code 0YJB5) located at 14200 Kirkham Way, Poway, CA 92064-7103. This requirement is to test, train, and develop Tactics, Techniques, and Procedures (TTPs) for various Electronic Warfare (EW) System activities onboard Unmanned Aircraft Systems (UAS) aircraft, specifically the MQ-9 Reaper in support of the United States Special Operations Command (USSOCOM), Ft. Bragg, North Carolina. The contractor shall provide all equipment, services, and personnel needed to provide MQ-9 aircraft flights in support of various Government EW calibration, testing, and training activities. The contractor shall provide the ground control station, ground datalink terminal and associated communications equipment, aircraft, as well as the required maintenance, pilot, and other operations personnel needed to support this activity. The Government has time-sensitive calibration, testing, and training requirements for multiple MQ-9 flight activities to meet various overseas deployment schedules, and the Government does not have any GOV-owned MQ-9 aircraft available to support this requirement at this time. A brand name or equal aircraft cannot be accepted to meet the Government's requirement. The proposed contract will have four individual flight activities for 160 flight hours each. The 12 month option period includes three individual flight activities. The purpose of this requirement is to provide operators, staff, action officers, and supporting personnel for mission execution, assessment, or familiarization with USSOCOM directive for conducting Electronic Warfare (EW) operations on the MQ-9 Remote Piloted Aircraft (RPA) aircraft. This work will be performed at Poway, Grey Butte, Edwards Air Force Base, and potentially other areas in California or Nevada where RPA flight activities can be conducted. The contract shall be 12-months from date of award plus a 12-month option period. The proposed North American Industry Classification System (NAICS) code is 541330 Engineering Services. Note: The proposed services are considered non-commercial. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement in writing. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Questions concerning this requirement and/or capability statements must be received no later than 11:00am, Eastern Standard Time (EST), on 29 May 2015 to Chantal.r.cornelius.civ@mail.mil and Emily.s.hobbs.civ@mail.mil. Any firm or individual submitting their capabilities shall identify the firm name, point of contact, title, address and telephone number. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmative written responses are received by 11:00am on 29 May 2015, the Government will solicit without further notice. Oral communications are not acceptable in response to this notice.
