- PRE-SOLICITATION NOTICE The U.S. Army Corps of Engineers, Japan District is providing a PRE-SOLICITATION notice for an upcoming Invitation for Bid (IFB) titled: FY15 Repair Apron, Repair Taxiway Hold Locations, and Construct Emergency Landing Pad, Yokota Air Base, Japan. The IFB project will be solicited under full and open competition to LOCAL SOURCES ONLY in Japan. Local sources are those companies that are physically located and licensed to conduct business in Japan. PROJECT DESCRIPTION Project Title: FY15 Repair Apron, Repair Taxiway Hold Locations, and Construct Emergency Landing Pad; Yokota Air Base, Japan Project Location: Yokota Air Base, Japan (Tama Prefecture) North American Industry Classification System (NAICS) Code is 236220 Project price magnitude is between 100,000,000 YEN and 500,000,000 YEN (utilizing a 100 YEN to 1 U.S. dollar rate) The repair apron project comprises of work on Alpha Apron on the Yokota Airfield. Seven aircraft parking spaces will be provided in this project. The apron will be restriped to accommodate movement and parking of the aircraft. Each parking space is a 30-meter by 30-meter dimensioned pad. At each space, the joint sealant will be removed and replaced, aircraft tie-downs will be provided and the pad area will receive a sodium silicate surface seal resurfacing of the existing concrete. The work will consist of, but not limited to; removal of an existing pavement marking within pavement sealant area, preparation of the pavement surface to receive sealant, re-sealed of all concrete joints within the pavement sealant area, application of new airfield pavement markings, installation of tie-downs at each parking stall, and the final sealing of the pavement surface area with a high-temperature resistant sealant. There is no electrical, mechanical, architectural or structural work in this project. There is no airfield pavement replacement in this project. The repair taxiway project includes aircraft hold locations at each taxiway intersection with the Yokota runways. There are a total of nine taxiway hold locations. 30-meter by 30-meter dimensioned pads will be provided at each taxiway hold location on existing concrete pavement. No paint markings and no aircraft tie-downs will be provided at these locations. Within the pad area, the joint sealant will be removed and replaced and the pad area will receive a sodium silicate surface seal resurfacing of the existing concrete. Additionally, two hot refueling pads will be provided in this project on Goff Ramp. The 30-meter by 30-meter dimensioned pads will have joint sealant removed and replaced and will receive a sodium silicate surface seal resurfacing of the existing concrete. No aircraft tie-downs will be provided. Paint markings will be provided. There is no electrical, mechanical, architectural or structural work in this project. There is no airfield pavement replacement in this project. The emergency landing pad project entails the addition of an aircraft landing pad on existing concrete pavement along Taxiway Bravo. The landing pad will be a 30-meter by 30-meter dimensioned pad. The addition of the pad will include the joint sealant being removed and replaced, aircraft tie-downs will be provided and the pad area will receive a sodium silicate surface seal resurfacing of the existing concrete. Paint markings will be provided. There is no electrical, mechanical, architectural or structural work in this project. There is no airfield pavement replacement in this project. INVITATION FOR BID INFORMATION This upcoming IFB will be solicited in May/June 2015 with a bid opening/award in July/August 2015. Pursuant to Federal Acquisition Regulation (FAR) 5.204, this IFB package will be downloadable from the Government Point of Entry (GPE) at www.fbo.gov. The project files will be in Portable Document Format (PDF) and can be accessed utilizing Adobe Acrobat Reader. This IFB will be made available for free and there are no charges for viewing or extracting the information. In order for contractors to be awarded contracts with the U.S. Department of Defense, the contractor must be registered in the System for Award Management (SAM) database; contractors can access the SAM database at www.sam.gov. The Government intends to award a firm fixed price construction contract from this IFB. Faxed or electronic bids will not be accepted.
