Description
PRE-SOLICITATION NOTICE The U.S. Army Corps of Engineers, Japan District is providing a PRE-SOLICITATION notice for an upcoming Invitation for Bid (IFB) titled: FY15 Repair Building 584, Site Preparation for Temporary Squadron Operations Facility, and Construct Mobility Spares Readiness Package (MSRP) Exterior Covered Storage, Yokota Air Base, Japan. The IFB project will be solicited under full and open competition to LOCAL SOURCES ONLY in Japan. Local sources are those companies that are physically located and licensed to conduct business in Japan. PROJECT DESCRIPTION Project Title: FY15 Repair Building 584, Site Preparation for Temporary Squadron Operations Facility, and Construct Mobility Spares Readiness Package (MSRP) Exterior Covered Storage, Yokota Air Base, Japan Project Location: Yokota Air Base, Japan (Tama Prefecture) North American Industry Classification System (NAICS) Code is 236220 Project price magnitude is between 100,000,000 YEN and 500,000,000 YEN (utilizing a 100 YEN to 1 U.S. dollar rate) The repair building 584 project includes interior renovation work in existing Building 584. This project will include demolition of the interior administrative area, and patching and leveling of the floor. The project will include installation of alterations and finishes and upgrades, including a new administrative area consisting of a receiving desk area, admin area with eight cubicle spaces, and electrical/communications room and unisex restroom. New suspended acoustical tile ceilings will be provided. The administration areas will be served by a constant volume DX split heat pump system providing both heating and cooling. The Communication/Electrical Room will be served by a dedicated ductless split system. The control system for the new heat pump split system and ductless split system will be provided through a wall mounted thermostat. The plumbing work will provide new connections to the new Unisex restroom group fixtures located in the administration area of Building 584. No new fire suppression will be provided. All interior lighting, power, fire alarm, and communications devices, cabling, and conduit will be removed and replaced. The project will include specifications that require worker protection during demolition activities, during concrete pulverizing and include proper handling and disposal of concrete waste, due to reports of existing concrete containing asbestos. Office furnishings will be furnished by the User, and are not included in the scope of this project. The purpose of the site prep for temporary squadron operations facility project is to provide site work and supporting infrastructure to accommodate a Temporary Squadron Operations Facility. The actual facilities will be leased and installed under a separate contract, and are no included in the scope of this project. This project is located within existing asphalt and concrete hardstand areas, west of Building 584. The existing concrete pavement will remain, as is. This project will include pavement restriping of the existing parking lot, to accommodate approximately 50 parking spaces. A FE-6 chain length security fence will be provided west of Building 584. A gate will be installed in the existing fence along Davis Street, south of Building 584. Minor demolition of small existing concrete ramps is also included. There is an existing 8 quote mark potable waterline and 6 quote mark sanitary sewer gravity main to the north of the site and 8 quote mark sanitary sewer gravity main to the south. These services are sufficiently sized and within a close enough proximity to the site for utilization as services for the proposed temporary facility without the need of extension. Therefore, there is no water/sewer utility work included with this project. Primary power will be extended overhead from Feeder 14 along Davis Street to a new transformer at the Temporary Squadron Operations Facility site. Secondary will extend from the transformer to a pole mounted service panel. Communications will also be extended overhead to the Temporary Squadron Operations Facility site. A pole mounted pull box will be provided at the project site. There is no mechanical, architectural or structural work in this project. The construct Mobility Spares Readiness Package (MSRP) exterior covered storage project will be located adjacent, south of existing Building 584. This is an exterior unconditioned open air covered storage area. Site work for this project includes the demolition of existing asphalt pavement, addition of a security fence around the storage area, additional storm drainage, installation of concrete bollards to protect the structure, and installation of a concrete ramp for access to the storage area. There are no requirements for water or sewer. The storage structure is composed of a new pre-engineered metal building with a concrete slab on grade. The new building will consist of an interior column free space with a mono slope roof providing a cover storage space approximately 462 sq. meters. The structure will have a standing seam metal roof. Suspended fluorescent electrical fixtures will be provided in the storage bay. A fire detection and alarm system will be installed in this facility. The fire alarm devices shall be connected to the fire alarm system in existing Building 584. A lightning protection system is not required. There is no mechanical work in this project. INVITATION FOR BID INFORMATION This upcoming IFB will be solicited in May/June 2015 with a bid opening/award in July/August 2015. Pursuant to Federal Acquisition Regulation (FAR) 5.204, this IFB package will be downloadable from the Government Point of Entry (GPE) at www.fbo.gov. The project files will be in Portable Document Format (PDF) and can be accessed utilizing Adobe Acrobat Reader. This IFB will be made available for free and there are no charges for viewing or extracting the information. In order for contractors to be awarded contracts with the U.S. Department of Defense, the contractor must be registered in the System for Award Management (SAM) database; contractors can access the SAM database at www.sam.gov. The Government intends to award a firm fixed price construction contract from this IFB. Faxed or electronic bids will not be accepted.
