Description
This is a SOURCES SOUGHT SYNOPSIS announcement and market survey for information only, and is to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The 7th Contracting Squadron has been tasked to request information for a project concerning the repair of the Fire Alarm, Fire Suppression, Mass Notification, and Life Safety features and Life Safety features for 11 Projects in occupied facilities located at Dyess AFB, TX: The proposed project will be a Firm Fixed Price contract. No reimbursements will be made for any costs associated with providing information in response to this synopsis or any requests for additional information. The purpose of this synopsis is to gain knowledge of interest, capabilities, and qualifications of 8(a) Small Business concerns that can perform repairs of the Fire Alarm, Fire Suppression, Mass Notification, and Life Safety features at Dyess AFB, TX. The Government must ensure there is adequate competition among this potential pool of responsive offerors. This is a design-build project for installation & removal/replacement of the water main piping, and demolition/replacement of the fire sprinkler in 11 buildings at Dyess AFB. The work covered by this project consists of the Contractor furnishing all layout, survey, plant, labor, supervision, quality control, materials, equipment, machines, tools, appliances, services, supplies, and incidentals and of performing all operations in connection with REPAIR MULTIHANGAR FIRE PROTECTION AND LIFE SAFETY DEFICIENCIES, in strict accordance with the plans, Statement of Work (SOW), and specifications provided and subject to the terms and conditions of the resultant contract at Dyess AFB TX. Project calls for the following work: demolition of the entire existing Aqueous Film-Forming Foam (AFFF) System to include all AFFF pumps, storage, piping, and controls in Hangars that currently have existing High Expansion Foam (HEX) Systems and conversion of 2 facilities to atmospheric tank type HEX foam concentrate storage and distribution with Ultra Violet Infrared (UVIR) flame detection. Paint Hangar 5112 shall remain protected by the existing AFFF System with the following changes: provide a new (HEX) System and Wet Pipe System for the Open Bay Areas of all other Hangars, provide a new or extend the existing wet pipe sprinkler system as indicated in all other Areas of the Hangars, provide a new or extend the existing addressable Fire Alarm Control System and Mass Notification System as indicated to include all new initiating and notification devices and wiring; and program to report the signals to the Base Fire Department, provide a new remote diesel fire pump start system to initiate start of the pumps at one of two Pump Houses upon fire water flow sensed in any Hangar, provide a system to alert freezing temperatures in each Hangar to protect the Wet Pipe System, provide indicated Hangar alterations to meet the current Life Safety Code requirements. Project also calls for provision of Architectural-Engineering (A-E) design services by a Fire Protection Engineer that is experienced in High Expansion Foam System design. The A-E shall revise 100% design documents that were prepared for this Project. The Documents require changes in the design to comply with new fire suppression and fire alarm requirements that were initiated during the course of the design. The Contractor shall have experience with the provision of fire suppression systems in large military aircraft hangars. The fire suppression subcontractor shall have previously and successfully provided HEX Foam Systems in military aircraft hangars. All work is to be performed at Dyess AFB, TX. The contract type contemplated for this requirement is a Firm Fixed Price contract. This is a construction-type requirement, and as such, will be procured as a construction acquisition under FAR Part 36 - Construction Contracting, as well as with the use of the evaluative criteria found at FAR Part 15 - Contracting by Negotiation. The Government intends to award on a Lowest Price Technically Acceptable basis. The Air Force reserves the right not to make an award. The Disclosure of Magnitude is set for the following price range: Between $5,000,000 and $10,000,000 North American Industrial Classification System (NAICS) Code applicable to this acquisition is 238220 - Plumbing, Heating, and Air-Conditioning Contractors. Small Business Size Standard for this acquisition is $15 Million. Offerors response to this Sources Sought Synopsis shall include the following information: •· Offerors name, address, point of contact, phone number, and e-mail address •· Offerors interest in bidding on the solicitation when it is issued •· Offerors Financial and Bonding Capability •· Offerors capability to perform a contract of this magnitude and complexity (include Offerors experience in similar construction with brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) provide at least 3 examples. •· Offerors Joint Venture information if applicable (existing and potential) Interested offerors shall respond to this Sources Sought Synopsis no later than 21 May 2015, 2:00 PM CST.
