S2OS Optional Preproposal Conferences Instructions for Using AcquServe to Submit a GSA STARS II Open Season Proposal S2OS Past Performance Survey S2OS Evaluation S2OS RFP Sections S2OS SF1449 1.The General Services Administration (GSA) is pleased to release the 8(a) Streamlined Technology Acquisition Resources for Services (STARS) II Open Season, a/k/a "STARS II OS" or "S2OS", Request for Proposals (RFP or solicitation), QTA0015MDA2001. This solicitation is the only source of official information about this procurement. 2.The STARS II Open Season RFP consists of the following four (4) files ●"S2OS SF1449" ●"S2OS RFP SECTIONS" - includes Section I - Pricing, Section II - Scope, Section III - Contract Administration, Section IV - Contract Requirements, Section V - FAR Provisions and Clauses Incorporated by Reference, Section VI - FAR Full Text Provisions and Clauses, Section VII - GSAM Full Text Provisions and Clauses, Attachment 1 - GSA ADM 4800.2H, Labor Category Definitions, and a List of Acronyms ●"S2OS EVALUATION" ●"S2OS PAST PERFORMANCE SURVEY" 3.The file, "Instructions for Using AcquServe to Submit a GSA STARS II Open Season Proposal" serves as a guide to help offerors navigate offer submission in the AcquServe (TM) portal. This is the third in a series of three (3) guides addressing the portal. The guides build upon one another - an interested party is well served by reviewing the guides in the order posted as each contains important information. The guides are posted on FBO as files associated with solicitation QTA0015MDA2001. 4.As mentioned in the pre-solicitation notice, GSA intends to host optional pre-proposal teleconferences. For more information, see the related file "S2 Optional PreProposal Conferences". 5.The STARS II Procuring Contracting Officer is the sole point of contact for this procurement, who can best be reached at s2os@gsa.gov. Inquiries directed elsewhere might not be considered. GSA reserves the right to publicly discuss and publish, or simply consider, questions and comments regarding the RFP. 6.This is the third posting on FBO regarding the solicitation. The first posting was the pre-solicitation notice on 30 APR 2015, the second was a pre-solicitation notice update on 07 MAY 2015. The postings build upon one another - an interested party is well served by reviewing the documents in the order posted as each contains important information. 7.While this open season solicitation naturally provides an opportunity to add to STARS II those new prime contractors that qualify under the RFP's terms, it also provides an opportunity to existing STARS II prime contractors that qualify under the RFP's terms. 8.Only legal entities that are SBA 8(a) small business concerns at the time of submission of initial offer that includes pricing will be considered for award as prime contractors in this competitive process. NOTE:THE CONTENT BELOW THIS LINE IS THE PRESOLICITATION LANGUAGE THAT IS BEING RETAINED FOR CONTEXT. THE CONTENT ABOVE THIS NOTE IS REQUEST FOR PROPOSAL LANGUAGE. ------------------------------------------------------------- The General Services Administration (GSA) has been designated by the Office of Management and Budget as an Executive Agent for the 8(a) Streamlined Technology Acquisition Resources for Services (STARS) II Governmentwide Acquisition Contract (GWAC), which consists of a base period from August 31, 2011 - August 30, 2016 and an option period from August 31, 2016 - August 30, 2021. STARS II covers a broad range of information technology (IT) services and IT services-based solutions. The Request For Proposals (RFP) is reserved for 8(a) certified, small business concerns as the prime contractors per Federal Acquisition Regulation (FAR) 19.8, and the Small Business Administration's (SBA) regulations for the 8(a) Business Development Program (www.sba.gov). STARS II promotes the use of performance-based contracting and accommodates task orders with the following terms: fixed-price (FP) (all in FAR 16.2), time-and materials (T&M) (per FAR 16.6), and labor-hour (LH) (per FAR 16.6). STARS II will also allow requiring activities to choose among the incentive features found in FAR 16.4 that are tied to FP, T&M and LH terms. This synopsis is the presolicitation notice for the STARS II Open Season (OS) Request for Proposals (RFP). STARS II OS is a new competition that will result in new awards on STARS II for the balance of its contract life. STARS II OS information is exclusively associated with solicitation QTA0015MDA2001. If possible, STARS II OS awards will be made at the STARS II option period beginning August 31, 2016. However, that start date is not guaranteed and may be later during the option period. Regardless of when STARS II OS awards are made, the contract term will end August 30, 2021. FedBizOpps (FBO) is the only source for solicitation QTA0015MDA2001 - which will be posted on or about May 18, 2015. Please hold all STARS II OS inquiries until after the solicitation is posted on FBO. GSA intends to host optional pre-proposal teleconferences consisting of a RFP overview on or about May 27, 2015. More information about the optional pre-proposal teleconferences will be published with the RFP itself. Although no amendments to the RFP are anticipated, only a written amendment associated with a SF-30 and publicly posted in connection with solicitation QTA0015MDA2001 on FBO is official. All STARS II OS proposals must be submitted via a secure web portal (portal) known as AcquServe (TM) that is operated by Noblis - a nonprofit organization under contract with GSA. Registering in the portal and using it to submit proposals is mandatory - no other method of proposal submission will be accepted. In order to register in the portal, an ACES Business Representative digital certificate is required. Review the guide titled " Instructions for Obtaining an ACES Business Representative Digital Certificate for GSA STARS II Proposal Submission " which contains information about purchasing a required ACES Business Representative digital certificate. Portal registration is not available now but will be at a later date, and will be announced in FBO. Purchasing a new ACES Business Representative digital certificate can take weeks, so interested parties should begin the process now. The STARS II Procuring Contracting Officer is the sole point of contact for this procurement, who can best be reached at s2os@gsa.gov. Inquiries directed elsewhere might not be considered. GSA reserves the right to publicly discuss and publish, or simply consider, questions and comments regarding the RFP. No requests for meetings regarding S2OS will be entertained. It is the responsibility of the offerors to check FBO periodically for more information.
