Description
DRAFT Post-High School Outcomes for Youth with Disabilities Performance Work Statement ***THIS NOTICE IS NOT A REQUEST FOR PROPOSALS*** This synopsis notice is posted in accordance with FAR Part 5.203(a). The U.S. Department of Education (Department) anticipates the solicitation and award of one hybrid contract (contains both Fixed Price and Cost Reimbursement Tasks) for a new Fiscal Year 2015 procurement titled "Post-High School Outcomes for Youth with Disabilities" on behalf of the Institute for Education Sciences (IES), National Center for Education Evaluation and Regional Assistance (NCEE). The purpose of the requirement is to collect administrative records and describe secondary school, post-secondary education, employment, and earning outcomes of a sample of high school youth with disabilities. The most recent reauthorization of the Individuals with Disabilities Act (IDEA) in 2004 (P.L.108-446) continued federal legislation and support for educating children with disabilities that stretches back to the 1960's. The Department is interested in better understanding how students attending school since the enactment of IDEA 2004 have been affected with relation to secondary school, post-secondary education, employment, and earning outcomes. The DRAFT Post-High School Outcomes for Youth with Disabilities Performance Work Statement is attached. The period of performance for the anticipated contract is 60 months, broken out as indicated below: •The 30 month Base Period focuses on the collection and analysis of high school and early college outcomes. The Base Period begins in month 1 and ends in month 30. •Option Period 1 spans 40 months and focuses on conducting a second-round collection of secondary and postsecondary education records and updating the analysis of high school and early college outcomes from the Base Period. Option Period 1 begins in month 20, ends in month 60 of the anticipated contract, and overlaps with the Base Period during months 20 - 30. •Option Period 2 spans 16 months and focuses on conducting a first-round collection of records from the Social Security Administration (SSA) and an analysis of employment and earning outcomes. Option Period II begins in month 20 and ends in month 36. •Option Period 3 spans 30 months and includes completing a second round of collection of the SSA records and updating the analysis of employment and earning outcomes from Option Period 2. Option Period 3 begins in month 30 and ends in month 60. The Department anticipates posting the Request for Proposals in early June 2015. The anticipated acquisition strategy will be a negotiated, competitive acquisition (open to both small and large businesses) conducted in accordance with FAR Part 15.
