- VA Illiana Health Care System, 1900 East Main Street, Danville, IL intends to solicit a Basic Ordering Agreement (BOA) for Nursing Home Services to Farmington Country Manor, American Health Corporation, 701 S Main St, Farmington, IL. 61531. VA expects to award the contract by June 1, 2015. The resulting BOA will be for a base year with four (4) option years. The proposed BOA action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons, who have a facility within a Five (5) mile radius of the Farmington, IL City Limits, may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed agreement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All requests must be submitted to the Contracting Officer in writing by mail, e-mail, or fax 217-554-3206. These responses should arrive no later than 4PM CDT on June, 5, 2015. The North American Industry Classification System (NAICS) Code is 623110. The Government does not intend to pay for any information provided under this notice. Contract Nursing Homes are needed in specific areas to allow Veterans to be close to their families and allow the Veterans a choice in their care. This choice was established by Public Law 88-450, which created VA's nursing home (NH) programs. It established an expectation that Veterans would receive care in NHs close to their families and communities, if they choose this option. This expectation of choice was also included in an Information letter dated October 9, 2013, titled Veteran Choice in Nursing Home Placement. Not being able to provide nursing home care services according to the veterans' choice and or the choice of the veterans' families will result in undue hardship, inconvenience and adverse psychological trauma to the veterans and their families. This would be counter to the purpose of the CNH program which is to optimize and maintain the highest level of medical care and quality of life for the veteran and their family.
