Description
NASA Ames Research Center (ARC) is hereby soliciting information about potential sources for vendors to provide X-ray Computed Tomography (CT) screening services for large (about 1 meter diameter) heatshield units made for manufacturing demonstration and testing, to certify that they were made without flaws.The document attached to this RFI describes the technical background of the anticipated effort, and contains specific questions from NASA in Section 4 to include in your response. Vendors having the capabilities necessary to meet or exceed the stated requirements are invited to submit appropriate documentation, literature, brochures, and references. ARC is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-Owned (WOSB), Veteran Owned (VOSB), Service-Disabled Veteran Owned (SDVOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities/Minority Institutions for the purposes of determining the appropriate level of competition and/or small business subcontracting goals.The Government reserves the right to consider a Small, 8(a), WOSB, SDVOSB, or HUBZone business set-aside based on responses hereto. Responses to this RFI must include the following information with their capabilities: company name, address, points of contact, phone number, e-mail, website (if applicable), and name of parent company (if applicable). Also required is information about the vendors business size (i.e., large, small, SDB, WOSB, VOSB, SDVOSB), whether the firm is under a GSA Schedule Contract for this product, and which industries the vendor identifies itself with in the North American Industry Classification System (NAICS). Please also address the questions in Section 4 of the RFI Document attached to this posting. The NAICS code planned for this procurement is 541380, Testing Laboratories, with a small business size standard of $15 million average annual receipts. Please advise if the requirement is considered to be a commercial or commercial-type service. A commercial item is defined in FAR 2.101. Responses to this RFI are due by 1:00pm Pacific Time on Thursday, June 4, 2015. Interested firms are requested to submit their response to this RFI via email only to Marianne Shelley at email Marianne.Shelley@nasa.gov. Submissions shall be compatible with and accessible using Microsoft Office or Adobe Acrobat software applications. The schedule, method of solicitation, type of contract, set-aside potential, selection criteria, pricing structure, and other considerations to be used will depend on NASAs analysis of the responses received from this RFI. This information is being made available for market research planning purposes only, subject to FAR clause 52.215-3, Request for Information or Solicitation for Planning Purposes.It does not constitute a Request for Proposal, and it is not to be construed as a commitment by the Government to enter into a contract, nor will the Government pay for the information submitted in response to this request. This RFI is subject to review or cancellation at any time. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. Following this initial feedback, as part of its market research, NASA may conduct one-on-one meetings with potential contractors. These meetings will allow for exchange of information and will provide an opportunity for potential offerors to provide feedback on the Governments requirements and its acquisition approach. All information received in response to this RFI that is marked Proprietary will be handled and protected accordingly. As applicable, NASA may provide proprietary information to its support service contractors who are under an obligation to keep third-party proprietary information in confidence. By submitting a response to this RFI, the responder is deemed to have consented to release of proprietary information to such NASA support service contractors. It is the responsibility of potential offerors to monitor the Internet site for the release of any future information about this acquisition.
