- The U.S. Army Corps of Engineers Rock Island District is seeking System for Award Management (SAM) Database registered businesses that can provide the following Quality Assurance (QA) services for the inspection of hydraulic steel structures (HSS) to ensure that each HSS is fabricated according to contract specifications. QA services shall include document and drawing reviews, physical inspections, and testing to meet the requirements of the contract specifications including document preparation and correspondence as required. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. NO AWARD will be made from this Sources Sought Notice. This is NOT a request for proposal or quote or an invitation for bid. Particularly, the purpose of this NOTICE is to gain knowledge of potential System for Award Management (SAM) Database registered businesses. QA Services for the inspection of HSS will be performed on the Miter gates and spare parts (anchorage bars and operating strut arms) for locks and dams 15, 2, 12 and 15 Auxiliary, Mississippi River and Tainter Gates Dresden Lock and Dam, Illinois Waterway. Additional QA Services for additional, but not yet identified HSS are likely to be required. The individual in charge of the QA inspections shall be an AWS Certified Welding Inspector in conformance with AWS QC1 and shall have a minimum of ten years experience relating to steel fabrication with a scope similar to the subject HSS contracts. Non-destructive testing (NDT) personnel shall be qualified to ASNT Recommended Practice No. SNT-TC-1A, Level II or Level III. Bolting inspection shall include review of equipment, record keeping, bolting, QC procedures. The individual in charge of the QA inspections shall be experienced in the assembly of bolted fabrications and bolted connections. In addition, the individual shall have a minimum of 2 years experience inspecting bolted connections and assemblies. Painting inspection shall include review of equipment, paint, record keeping, painting, QC procedures. The individual in charge of the QA inspections shall have received formal training in paint inspection and testing of the specified vinyl paint system and methods of applications proposed. In addition, the individual shall have a minimum of 2 years experience in inspection and testing of paint systems. Capabilities Statement indicating the contractor can meet the requirements within specified scope. 3. A point of contact to include a phone number and email address. 4. Past Performance History of projects of similar scope (Federal Projects preferred). 5. Copies of Technical Requirements Certifications can be submitted, but are not required at this time.
