- This Pre-Solicitation Notice does NOT constitute a request for proposal, request for quote, or invitation for bid. This procurement will result in the award of a firm fixed-price design-bid-build contract for Consolidated Information Warfare Lab, Joint Base Charleston, South Carolina The Consolidated Information Warfare Lab Project will construct a one story concrete masonry unit (CMU) building with brick veneer on a reinforced concrete foundation and structural floor with steel roof trusses and prefinished insulated metal roof. The new facility will be compatible with the existing architectural theme of Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic buildings at Joint Base Charleston WS located in Goose Creek, SC. The building will also include appropriate fire alarm and information systems. The solicitation for this procurement will be advertised as Total Small Business Set-Aside. This is a negotiated procurement utilizing the lowest price technically acceptable source selection process that consists of the submission of technical and price proposals. Award will be made to the offeror whose total price and technical proposal offers the best value to the government. Proposals will be evaluated on total price for the contract. Contract award is anticipated to be on or around 16 Sep 2015, but may be before or after this date. The period of performance for the contract will be 380 days. The project magnitude for the entire project is between $1,000,000 and $2,000,000. The NAICS Code is 236220 with a small business size standard of $36,500,000. This will be an electronic solicitation, which can be downloaded from Federal Business Opportunities (FedBizOpps) at https://www.fbo.gov. The solicitation will be available at this site no earlier than 15 days after this pre-solicitation notice is posted. A Pre-Proposal Conference and Site Visit will be held approximately two weeks after the solicitation is released (exact date and time will be specified in the solicitation). Proposals will be due no earlier than 30 days after the solicitation is released (exact date and time will be specified in the solicitation). Offerors are responsible to check FedBizOpps for the solicitation and any subsequent amendments that may be issued. THE CONTRACTOR IS REQUIRED TO REGISTER WITH THE SYSTEM FOR AWARD MANAGEMENT (SAM). CONTRACT AWARD WILL NOT BE MADE TO ANY CONTRACTOR OR JOINT VENTURE THAT IS NOT REGISTERED, OR IN THE PROCESS OF REGISTERING WITH SAM.
