- Pre-Solicitation Notice: Myrtle Beach Wheelchair Transportation Services This is a pre-solicitation notice for a Non-Medical Wheelchair Transportation Services contract. Network Contracting Office 7, Charleston, SC intends to solicit and negotiate a Firm-Fixed Price contract to provide wheelchair transportation services for the Veteran beneficiaries of the Ralph H. Johnson VA Medical Center (RHJVAMC) residing in the catchment areas supported by the RHJVAMC Myrtle Beach Community Based Outpatient Clinic (CBOC) which includes the following South Carolina Counties: Georgetown, Marion, Williamsburg, and Horry. This is a non-emergency requirement for one-way and round trip wheelchair van transports. A single contractor is required to provide all necessary personnel (driver) and equipment (vehicle) for the RHJVAMC Myrtle Beach CBOC wheelchair transportation requirement, including all required federal, state, county & local licenses, certifications, and proofs of insurance for personnel, vehicles, equipment, global positioning system (GPS), communications devices, materials, and supervision. This requirement does not include wheelchair transportation services for the RHJVAMC Charleston, SC or RHJVAMC Savannah/Hinesville, GA catchment areas. All transportation provided under the proposed contract must originate or end at a VA Medical facility or VA Clinic. This contract will have one base year and up to two option years. Anticipated start date is on or around 1 September 2015. The applicable NAICS Code is 485991 SPECIAL NEEDS TRANSPORTATION. (SBA size standard $15 Million). The solicitation will be 100% set-aside for VetBiz verified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). The purpose of the contract is to provide wheelchair transportation services for the Veteran beneficiaries of the RHJVAMC residing in the catchment areas supported by the RHJVAMC Myrtle Beach Community Based Outpatient Clinic (CBOC) which includes the following counties: Georgetown, Marion, Williamsburg, and Horry. The Request for Quotes (RFQ) will be available on or around June 12, 2015 and will be published on the FBO website at www.fbo.gov. This is a pre-solicitation notice synopsizing an upcoming RFQ solicitation to satisfy the requirements of FAR 5.201 and 5.203. The Contracting Specialist will not be able to answer any questions pertaining to this notice until an RFQ is issued. A Site Visit is not anticipated at this time. Questions resulting from the solicitation will only be answered if received via email. It is the responsibility of the bidder to monitor and download amendments from FedBizOpps (FBO) which may be issued to this solicitation. All interested SDVOSBs must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/.; registered and viewable as a SDVOSB at the VetBiz Vendor Information Pages at http://www.vip.vetbiz.gov/general_user/default.asp; and their Annual Representations and Certifications must be current and filed online and viewable through SAM.
