- PWS Sub Contracting Plan OSP PPQ Wage Determination for New York Harbor, New England Harbor and Connecticut Contractor Performance Data Sheet Solicitation The Northeast Home Heating Oil Reserve (NEHHOR) was established by the Department of Energy (DOE) in 2000, to provide an emergency stock of Ultra Low Sulfur Distillate (ULSD) heating oil in the event of a winter supply shortage. The Defense Logistics Agency - Energy is soliciting offers on behalf of DOE for the storage and potential distribution of its 1,000,000 barrels (NEHHOR) in three geographical regions, 300,000 barrels in the New York Harbor, 400,000 barrels in the New England harbor, and 300,000 barrels in the coastal areas of Connecticut and Rhode Island. Services include Contractor-Owned, Contractor-Operated (COCO) storage services to receive, store, and ship U. S. Government-owned petroleum products, specifically (ULSD), providing all other items and services as required on behalf of DLA-Energy in support of the DOE heating oil storage facilities. DLA-Energy will award three separate contracts for each installation mentioned. The Contractor's responsibility under the resulting contract will be to operate and maintain the NEHHOR facility to ensure safe and accurate receipt, storage, and issue of ULSD under their control. The contractor will not be required to perform truck deliveries or other unrelated tasks not specified in the Performance Work Statement. Lowest Price Technically Acceptable Source Selection Procedures will be used to evaluate offers. The ULSD Heating Oil Reserve storage must be available 01 September 2015, to provide a phase-in period of 01 - 30 September 2015 to transfer the Reserve if necessary, in time to provide for a 01 October 2015 storage contract start-up. Contract duration shall be for one (1) year, (01 October 2015 - 30 September 2016). Three (3), one (1) year option periods beginning 01 October 2016 are included.
