Description
The US Army Corps of Engineers, Walla Walla District is seeking small business sources for a construction project entitled: McNary Waterstop Seal. The work is located at McNary Lock and Dam in Umatilla OR. This will be a construction contract. The North American Industry Classification System (NAICS) code for this project is 237990 and the associated small business size standard is no more than $36.5 million in average annual receipts. This sources-sought announcement is a tool to identify businesses with the capability to accomplish the work. This is not a solicitation. Only those firms who respond to this announcement by submitting the following information will be used in determining whether to set aside this requirement. A) A list of no less than five (5) current or past projects in the last five (5) years demonstrating rock scaling experience with work of a similar nature to that listed in the Summary Scope of Work. For each project submitted, provide a brief narrative statement of the work involved, your firm's role in the project, the dollar value and the completion date. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. B) A reference list for each of the projects submitted in A) above. Include the name, title, phone number and email address for each reference. C) Provide a statement of your firm's business size (HUBZone, Service Disabled Veteran Owned, 8(a), small disadvantaged, or woman-owned) with regards to the NAICS code listed above. D) Provide a statement that your firm intends to submit an offer on the project when it is advertised. E) Provide a statement of your firm's bonding capacity. A statement from your surety is NOT required. F) Cage Code and DUNS number. Submit this information to Jamie Majerus, Contract Specialist, via email to Jamie.M.Majerus@usace.army.mil. Your response to this notice must be received by 2:00 pm (local time) on 26 May, 2015. The magnitude of construction is estimated to be between $25,000.00 and $100,000.00. Payment protection required over $30,000.00. Summary of Scope of Work: The scope of this project is to install a government-furnished 2 inch by 4 inch hydrophilic rubber seal into a monolith joint in a personnel gallery within the navigation lock at McNary Dam The gallery is 5 feet wide by 7 feet tall. The total length of the seal will be approximately 25 feet. The installation will require the fabrication of stainless steel plates 6 inch by 3/8 inch to go around the parameter of the gallery, and 2 inch by 3 inch x 3/16 inch tube clamp bars to hold the plate and seal in place. The excavation of a 2 inch by 4 inch deep groove will be required around the joint in the gallery, prior to installing the seal. To clamp the seal in place will require the installation of approximately 70 half inch diam. undercut concrete anchors with a 5 inch embedment. Access to the work site will require going down several flights of stairs within the gallery. All tools and materials will have to be hand carried to the work site. A second feature will be to install a government-furnished seal plug within a 6 inch diameter drain pipe. The installation will require excavating a 1 foot wide by 4 feet long by 1 foot deep hole in the concrete floor of the gallery to install the plug. Prior to installing the plug the drain pipe will be scoped with a Contractor-provided camera approximately 36 ft horizontally into the pipe, to verify the location for the plug installation. The pipe will also have to be cleaned prior to the installation of the plug. Following the installation of the seal plug the Contractor shall install a walkway cover plate over the 1 foot by 4 foot excavation. Period of Performance: 60 days after notice to proceed
