- This contract action was accomplished using other than competitive procedures because there is only one responsible source as this is a follow-on contract, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. This contract action was not awarded as a fixed price type because uncertainties involved in contract performance did not permit costs to be estimated with sufficient accuracy to use any type of fixed price contract. As such, a cost-reimbursement type action was awarded (FAR 16.301-2). The APLS incorporates the capability to collect and evaluate aerial delivery data from air dropped cargo and paratroopers during contingency operations by the installation of the APLS instrumentation on the paratrooper and cargo pallets. The APLS instrumentation records the position, rate of decent and inertial data of the jumper or cargo pallet. In addition, the APLS instrumentation records airspeed, altitude, position, and deck angle from the exit of the aircraft until landing. The requirement is to provide depot level repair and refurbishment of 100 personnel units, 110 Miniaturized APLS (MAPLS) units, 13 pallet units; up to 100 APLS tablet computers, 3 GPS re-radiators, 4 rapid data download/charger racks and analysis workstations, and 15 Autonomous Inertial Reference System (AIRS) pallet units. In addition, the requirement includes software/hardware maintenance, upgrades, and service support. This includes training, onsite and telephonic support, and troubleshooting during field operations and other defined support required during contingency operations.
