Description

Strategic Weapons Facility, Atlantic located in Kings Bay, GA intends to negotiate a sole source procurement with Adacel Systems, Inc, 9677 Tradeport Drive, Orlando, FL 32827 for disasembling, relocating, reassembling, and system testing of Adacel Security Simulation and Training System purchased hardware to another building. The trainer in question is currently covered under an extended support contract by ADACEL. The typical provisions of such an extended support contract require that ADACEL move the system, or significant re-certification and its attendant costs. This will be made under the Simplified Acquisition Procedures (SAP) and other than Full and Open Competition as authorized in FAR 6.302-1. The following FAR clauses apply to this procurement: 52.212-4 Contract Terms and Conditions “Commercial Items, 252.203-7000 Requirements Relating to Compensation of Former DoD Officials, 252.232-7006 Wide Area Workflow Payment Instructions, 252.232-7009 Mandatory Payment by Governmentwide Commercial Purchase Card, 252.232-7010 Levies on Contract Payments, and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders. Only one responsible source and no other supplies or services will satisfy the agency requirements. All equipment currently installed are the sole intellectual property and are proprietary to ADACEL. The government intends to award a firm, fixed price contract for a one time purchase. This notice is not a request for competitive proposals. Interested persons may identify their interest and capability. All inquiries received by the government by 12:00PM eastern time, 28 MAY 2015 will be considered solely for the purpose of determining whether to conduct competitive procurement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
