- Pre-Solicitation Notice Transatlantic Afghanistan District - (TAA) Multiple Award Task Order Contract (MATOC) for Afghanistan W5J9JE-15-R-0022 The U.S. Army Corps of Engineers, Transatlantic Afghanistan District intends to issue a Request for Proposal (RFP) limited to competition (Bidder's List) among Afghanistan Companies identified through this Pre-Solicitation Notice of qualified Afghanistan construction companies, as authorized by Section 886 of the National Defense Authorization Act and prescribed under DFARS 225.7703-1. This notice is an update and provides new information that is different from the three previous Pre-Solicitation Notices (W5J9JE-15-R-0007, W5J9JE-15-R-0008 and W5J9JE-15-R-0009 issued on March 19, 2015). It is the Government's intent to conduct a pre-qualification screening of Afghan 886 Firms in order to qualify for placement on the referenced Bidder's List. Those firms placed on the Bidder's List will receive a solicitation for Phase One of a Two Phase Solicitation award process. The Government intends to award Firm-Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOCs) to up to EIGHT (8) HIGHLY RATED and BEST QUALIFIED Afghanistan Construction Companies who shall be responsible to provide general construction and design-build services throughout Afghanistan. Use of these MATOCs will provide the Government with a process that will provide for the efficient procurement of Design-Bid-Build, Design-Build/Site Adapt, and New Construction requirements (under $7.864 million). SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS PRE-SOLICITATION NOTICE: Please include a narrative to answer each of the following questions: (Total number of pages shall not exceed 2 pages) (1) Your intent to submit a proposal for this project when it is formally advertised. (2) Name of firm with address, phone and point of contact. (3) Provide current/valid JCCS, AISA, CAGE Code and DUNS number (4) Provide your company's experience listing at a minimum three (3) but not more than six (6) prior construction work/projects with the United States Department of Defense (Army, Air Force, Navy and Marines) with a minimum project value of $1 million (US Dollars) and was completed within the last five (5) years. Please include the contract number, total contract value/price of the project, total months to complete construction project, name of the Government individual in charge of the project and their email address. (5) Confirm your availability to perform the work in all Provinces/Areas of Afghanistan (6) Confirm that your firm meets the requirements of an Afghan source as defined in DFARS Subpart 225.77 Firms responding to this Pre-Solicitation Notice who fail to provide and/or meet ALL of the required information requested above will not be eligible to be included on the Bidders List for Phase One of the RPF (solicitation). The results of this pre-solicitation notice will identify Afghanistan Construction Firms that qualify for inclusion on the Bidders List, which is the intent of this notice. This notice is open for all interested Offeror(s) to submit their company information as listed on this notice from May 18, 2015 and close on May 25, 2015, 1700 hours Afghanistan Time. NOTE: IF YOU DO NOT INTEND TO SUBMIT A PROPOSAL FOR THIS PROJECT WHEN IT IS FORMALLY ADVERTISED, PLEASE DO NOT SUBMIT A RESPONSE TO THIS NOTICE. The resulting contracts shall be for four (4) years; one (1) base year with a three (3)one-year options. The Government will evaluate and select up to Offeror(s) for contract awards who provide a Proposal that is determined to be the best value to the Government with consideration given to both the technical evaluation factors and price. Task orders issued under the MATOC contracts will primarily address new construction, i.e., (Site-Adapt, Design Build and Design Bid Build projects), de-mining operations, site assessment, building renovations and road and pavement repair. The total combined contract capacity of the resulting MATOCs will be $240,000,000.00 for the life of the contracts (four years). The award for this procurement will be made in accordance with applicable Federal Acquisition regulations and the applicable NAICS code is 238990. The scale of identified requirements is between $30,000.00 and $7,864,000.00. The solicitation plans and specifications for this procurement will be issued on AMRDAC SAFE. The point of contact for this procurement is Transatlantic Afghanistan District Contracting Division, U.S. Army Corps of Engineers located in Bagram, Afghanistan. Interested Offeror shall provide all submission requirements via email at TAA-Contracting2@usace.army.mil. The media selection for the issuance of this solicitation and any amendments shall solely be at the discretion of the Government. Accordingly, the media utilized for providing communications for this requirement is through the Internet. No Paper copies will be made available.
