Description
The Defense Threat Reduction Agency (DTRA) intends to negotiate a sole source contract with Computer Sciences Corporation (CSC) to provide services to support the International Counterproliferation Program (ICP). The ICP mission is to counter the threat of proliferation of Weapons of Mass Destruction (WMD), related materials, and technologies by providing training and equipment to participating nations to enhance their national capabilities for preventing the trafficking of WMD and related items across their borders and through their territories, and to deter, detect, investigate, and respond to such crimes. This is a follow-on contract for ICP Support that provides technical, instructional, and administrative support for the planning, coordination, preparation, and execution of all ICP efforts which includes, but is not limited to, the development or revision of ICP training curriculum, planning and conduct ICP event training courses, pre-ICP event planning meeting for host country engagements, the identification and delivery of all ICP event equipment and materials, working with interagency personnel during curriculum development, and government interagency instructors overseas during course deliveries. This work is currently being performed by CSC under single award Indefinite Delivery/Indefinite Quantity (IDIQ) Contract #HDTRA1-10-D-0002. A full and open competition was conducted in 2013 for a follow-on effort that was awarded on 23 July 2014 and was subsequently protested first to the Government Accountability Office and then to the US Court of Federal claims. The latter protest is still pending; therefore, in order to avoid mission failure it is DTRA's intention to award a bridge contract to CSC. This effort requires extensive advance planning as well as the coordination among various federal, state, local agencies, and partner nations; therefore, it is neither programmatically, financially, nor logistically feasible to conduct a full and open competition for the aforementioned services. A gap in the execution of these events would result in a stop work of critical international ICP efforts. The period of performance contemplated for this effort is one year. This requirement will result in Cost-Plus Fixed Fee contract. The North American Industry Classification System (NAICS) Code for this requirement is 921190. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties have fifteen (15) days from the date of publication of the Synopsis, to submit in writing, to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after fifteen (15) days, or without the required information, will be considered non-responsive to this synopsis and will not be considered. A determination by the Government not to conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely within the Government's discretion. In the absence of qualified sources, a contract will be awarded under the Other than Full and Open Competition procedures, pursuant to 10 United States Code (U.S.C.) 2304(c)(1) or 41 U.S.C. 253(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source.
