- Notice Type: Combine Solicitation FDA-SOL-1147508 This is a combined synopsis/solicitation for an Online Food Safety Subscription, Plus four (4) one year options. This is for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. a. Solicitation Number FDA-SOL-1147508 is being issued as a Request for Quotation (RFQ). b. Provisions and clauses are those in effect through Federal Acquisition Circular 2005-81, effective 7 May 2015 c. This procurement is a brand name or equal requirement, associated with NAICS Code 519190 and small business size employees 500. d. Item Description: Online Food Safety Subscription, Plus four (4) one year options. Statement of Work The contractor through an annual online subscription service shall on a daily basis provide alerts and brief synopsis (electronic clippings) to forty-two (42) FDA employees on the following: • All relevant news, regulatory information and scientific information concerning human and animal food safety issues related to foods regulated by FDA. • Publically available federal documents related to food safety issues including any document issued by the Congressional Research Service. • The inclusion of discounts for the numbers of employees is encouraged. Deliverables: The contractor shall provide: (1) Access and subscription to the Subject Matter Distribution Lists that tailor daily alerts to specific interests or issues as soon as possible after the information has become available. (2) Daily alerts that report information regarding food safety and related topics as soon as it becomes available. (3) Daily Index of individual alerts. The daily index is a compilation of all messages distributed during an indicated time period. Workspace and Personnel The FDA will not provide workspace or equipment to support this effort. The FDA will not be responsible for the actions of the contractor or the contractor's employees in the performance of this contract. Period of performance: - The contract period of performance shall include a base and four option years. - The Contract information for each employee will be provided at time of award. Award will be made to the Lowest Priced Technically Acceptable Offeror whose quote provides sufficient detail to evaluate compliance with the solicitation It is the responsibility of all interested offerors to review this site frequently for any updates/ amendments that may occur during the solicitation process. The posting of this requirement does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. The Government reserves the right to cancel this procurement/ solicitation either before or after the solicitation closing date, with no obligation to the offeror by the Government. The Government will issue a contract to the responsible, responsive offeror, with acceptable past performance, submitting the lowest price.
