Description
PRE-SOLICITATION NOTICE The U.S. Army Corps of Engineers, Japan District is providing a PRE-SOLICITATION notice for an upcoming Invitation for Bid (IFB) titled: FY 15 Construct Chaff and Flare Storage Facility, Munitions Equipment Storage Facility, and Composites Maintenance Facility, Yokota Air Base, Japan. The IFB project will be solicited under full and open competition to LOCAL SOURCES ONLY in Japan. Local sources are those companies that are physically located and licensed to conduct business in Japan. PROJECT DESCRIPTION Project Title: FY 15 Construct Chaff and Flare Storage Facility, Munitions Equipment Storage Facility, and Composites Maintenance Facility, Yokota Air Base, Japan. Project Location: Yokota Air Base, Japan (Tama Prefecture) North American Industry Classification System (NAICS) Code is 236220 Project price magnitude is between 100,000,000 YEN and 500,000,000 YEN (utilizing a 100 YEN to 1 U.S. dollar rate) The construct Chaff and Flare storage facility project scope will provide a single-story open metal structure with concrete slab, approximately 279 square meters in size, for storage of chaff and flares. This facility will be located to the southwest of the intersection of Kilo and Golf Taxiways and northeast of Building 1310. Chain length, FE-6, security fencing will be required, enclosing the facility. Two asphalt drives will be provided from the existing asphalt road, such that both sides of the facility will be accessible. No new storm drainage will be required for the facility. There is no water or sewer provided in the project. Approximately 485-meters of conduit will be installed to the site to support exterior primary power. A 75KVA transformer will be provided to serve the Chaff and Flare Storage Facility and Munitions Equipment Storage Facility. No exterior lighting will be provided. Interior lighting will consist of suspended fluorescent fixtures and emergency lighting will be provided. A fire detection and alarm system will be installed in the facility. There is no mechanical work in this project. The munitions equipment storage facility will provide a single story enclosed metal structure with concrete slab, approximately 193 square meters in size, for storage of storage of 1.4 and 1.3 munitions. The exterior walls will be constructed of metal panels over batt insulation. This facility will be located to the southwest of the intersection of Kilo and Golf Taxiways and northeast of Building 1310, across the street from the new Chaff and Flare Storage Facility. A chain length, FE-6, security fencing will be installed, enclosing the facility. Two asphalt drives will be provided from the existing asphalt road, such that both sides of the facility will be accessible. No new storm drainage will be required for the facility. There is no water or sewer provided in the project. Power will be provided from the transformer installed at the Chaff and Flare Storage Facility. No exterior lighting will be provided. Interior lighting will consist of suspended fluorescent fixtures and emergency lighting will be provided. A fire detection and alarm system will be installed in the facility. There is no mechanical work in this project. The composites maintenance facility will be located at the northwest corner of existing Building 907. The project will include demolition of existing parking lot, which consists of both asphalt and concrete pavements. New site work will include a minor amount of new paint markings in the parking lot and installation of new heavy-duty concrete pavement around the facility. No storm drainage will be provided in this project. Water and sewer will be provided from existing base systems. No additional fire hydrants are required for the project. Due to the size of the project, a fire suppression system is not required. New plumbing work and fixtures will be installed for the locker area, consisting of the showers and restroom. A ductless split unit will be provided for HVAC heating and cooling systems. Secondary power connection and transformer will be provided from the existing primary line. Suspended fluorescent fixtures will be installed, as well as, emergency lighting. A fire detection and alarm system will be installed in the facility. INVITATION FOR BID INFORMATION This upcoming IFB will be solicited in May/June 2015 with a bid opening/award in July/August 2015. Pursuant to Federal Acquisition Regulation (FAR) 5.204, this IFB package will be downloadable from the Government Point of Entry (GPE) at www.fbo.gov. The project files will be in Portable Document Format (PDF) and can be accessed utilizing Adobe Acrobat Reader. This IFB will be made available for free and there are no charges for viewing or extracting the information. In order for contractors to be awarded contracts with the U.S. Department of Defense, the contractor must be registered in the System for Award Management (SAM) database; contractors can access the SAM database at www.sam.gov. The Government intends to award a firm fixed price construction contract from this IFB. Faxed or electronic bids will not be accepted.
