Description
NASA/ Ames Research Center (ARC) intends to extend the Aviation Safety Reporting System (ASRS) and Related Systems contract NNA11AA19C with Booz Allen Hamilton on a sole source basis pursuant to 10 U.S.C 2304(c)(1), and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The performance period will be extended for up to six (6) months, consisting of a four (4) month base period and two (2) one-month option periods. The period of performance will be extended from December 8, 2015 through June 7, 2016, if all option periods are exercised. The extension will increase the current contract value. The purpose of the extension is to continue to provide on-going mission critical support services for the operation and maintenance of the ASRS and Related Systems, which are modeled to function as voluntary, independent, confidential safety reporting systems currently in the domains of aviation and railroad transportation. The ASRS also conducts research and development using incident reports to support improvements in the performance and safety of the current and future aviation and rail systems. The ASRS functions through Interagency Agreements with the Department of Transportations Federal Aviation Administration (FAA) and Federal Railroad Administration (FRA). This extension will enable the current contractor to complete critical upgrades to the rail safety reporting system, which are not expected to be completed by the current end date of the contract. In addition, the extension will allow time for fiscal year 2016 funding to be received from FAA and FRA in order to fund the award of the follow-on contract. This extension is in the Governments best interest in order to provide continued support, pending completion of the competitive follow-on contract for ASRS and Related Systems. Awarding up to a six month contract to another Contractor when critical upgrades in the rail reporting system are in progress would affect the continuity of services and would result in substantial duplication of cost to the Government that is not expected to be recovered through competition of the extension as well as unacceptable delays in fulfilling ARCs critical requirements. The current contractor, Booz Allen Hamilton is considered the only contractor that can support the NASA/ARCs requirements under contract NNA11AA19C given the extensions short period of performance. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Mike Lehner at michael.m.lehner@nasa.gov not later than 4:30 p.m. local time on Wednesday, June 3, 2015.Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this extended procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
