Description
The Southwestern Little Rock (SWL) District Corps of Engineers in collaboration with Central Arkansas Veterans Healthcare System (CAVHS); 19th Contracting Squadron (19 CONS), Little Rock Air Force Base (LRAFB); the National Park Service (NPS), Midwest Region, St. Louis, MO; US Army Reserves 63d Regional Support Command, Camp Pike, North Little Rock AR; Pine Bluff Arsenal, Pine Bluff, AR; US Small Business Administration (SBA), Arkansas District; and Arkansas Procurement Assistance Center (APAC) will host the Central Arkansas Federal Government Industry Forum on June 2 and 3, 2015, at the University of Arkansas Cooperative Extension Service, on the campus of University of Arkansas at Little Rock, located at 2301 University Avenue, Little Rock, AR 72204. AMENDMENT 01 - Interest Statement submission has been extended to 21 May 2015. The Pine Bluff Arsenal Contracting Division, Pine Bluff, AR will participate and will be available for one-on-one capability briefings. Small Business Administration will be available for one-on-one capability briefings as well. The Little Rock Air Force Base will be giving a breakout session on Strategic Sourcing opportunities at our base. The discussion will include an overview of what Strategic Sourcing is, types of contracts awarded under this method, frequency of awards of this type, and local points of contact as well as higher level contacts for future subcontracting opportunities. There are opportunities to discuss commodity type contracts such as furniture as well as service type contracts such as medical. Discussion will focus on strategic sources but other subcontracting opportunities at LRAFB will be covered. The Little Rock District will host a separate session with potential dredging to present and discuss current challenges, and to obtain new ideas and feedback on identified alternative ways to reduce the annual dredging cost, while maintaining a low risk of system closure. This session will serve as a true partnering session on how to improve opportunities for both the Government and Industry while still keeping the MKARNS waterways navigable. In recent years, the major portion of dredging on the McClellan-Kerr Arkansas River Navigation (MKARNS) Project has been accomplished through an IDIQ contract with a base and option years. The contract has provision for short and long-term standby for periods in which there is not a dredging need. As training structures have been added to the system, the channel has become more stable, requiring less dredging annually. The total cost of dredging appears to be trending downward slightly, and the ratio of standby cost to total dredging cost appears to be trending upward significantly. The amount that USACE receives to operate and maintain the system has remained relatively quote mark flat quote mark over the past several budget cycles. At this time, there is a backlog of critical maintenance on the system's infrastructure of about $70-million. quote mark Critical quote mark is defined as an item for which there is considered to be greater than 50% chance of failure in the next 5-years and for which failure will result in loss of ability to lock vessels or maintain navigation pool. Therefore, the District is investigating all aspects of the mission, especially long-term and short-term dredging strategies, including maintenance dredging, to minimize recurring costs and maximize resources for infrastructure repair. The American Society of Civil Engineers, Arkansas Section will host an ice breaker from 6 to 10 p.m. at the Clarion Hotel, 925 S.
