- 15SNB52_sow ATTACHMENT N00164-15-S-NB52 - REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT - WORKFORCE DEVELOPMENT - FSC U008 - NAICS 611430 Issue Date 19 MAY 2015 - Closing Date 05 JUN 2015 - 3:00 PM EDT This Advanced Notice (AN)/Sources Sought (SS) notice is for market research and planning purposes only and does not constitute a Request for Proposal (RFP) nor does its issuance restrict the Government as to the ultimate acquisition approach. The Government will not reimburse the contractor for any cost associated with preparing or submitting a response to this notice. THIS IS NOT A SOLICITATION. The Naval Surface Warfare Center, Crane Division, Crane, IN is seeking information from potential sources that can provide non-personal professional, technical, management and training support services in the area of workforce development expertise and analysis; delivering comprehensive instructional training to the workforce; and development of frameworks identifying forward lines of career movement/growth. This is an AN/SS announcement to determine the availability and technical capability of businesses to provide the required products and/or services. Additionally, this AN/SS notice is being published with the intent to promote competition. BACKGROUND NSWC Crane's mission is to provide acquisition engineering, in-service engineering and technical support for Strategic Systems, Sensors, Electronics, Electronic Warfare, and Special Warfare Weapons; apply component and system level product and industrial engineering to surface sensors, strategic systems, special warfare devices and electronic warfare/information operations systems; execute other responsibilities as assigned by the Commander, Naval Surface Warfare Center. A key priority is to provide development and delivery of training programs/classes and structure, based on government identified needs; providing or facilitating the delivery of instruction; and providing materials, equipment, logistics and administrative processes as required to meet the needs of the NSWC Crane workforce. These functions shall be performed through consultation with NSWC Crane's Workforce Development (WFD) Office, or assigned designee. To that end, NSWC Crane is seeking to increase its ability to provide workforce development, training, curriculum design and execution to meet the needs of a diverse workforce. CONTRACT BACKGROUND Services associated with this requirement are currently being procured via task order N00178-08-D-5603 FC02 with Stimulus Engineering Services, Inc. REQUIRED CAPABILITIES The contractor shall support NSWC Crane Division to provide non-personal professional, technical, management and training to the Workforce Development Office and supporting positions aboard NSWC Crane. The contractor shall furnish personnel, incidental materials, and equipment as required to satisfy tasking in accordance with the PWS. Additionally, the Contractor shall provide its employee's NMCI compatible computers as required/necessary. The Government anticipates an award of a five year contract to meet the requirements set forth in the PWS. The draft statement of work provides additional information about the required tasking. It is requested that, in response to this AN/SS, a vendor identify whether it has the capability to perform all of the tasking or only specific portions of it. Also, if the vendor has any questions about the structure of the statement of work, please also identify those in the response. ANTICIPATED SOLICITATION REQUIREMENTS & CONSIDERATIONS The following are anticipated requirements for contractor support for these Workforce Development activities: 1. It's anticipated that this tasking will be performed over a five (5) year period of Performance. 2. The anticipated place of performance is primarily off-site support requirements are as follow: a. NSWC Crane Division, inclusive of Temporary Duty (TDY) travel locations - to include NSWC Crane Fallbrook, CA detachment, Louisville KY and Henryville IN. b. Contractor's Facility, within 30 miles of NSWC Crane Division c. All classes in which the contractor is responsible for executing shall be within a 30 mile radius of NSWC Crane, unless at TDY location. ELIGIBILITY The anticipated applicable NAICS code for this requirement is 611430. The Product Service Code (PSC) is U008/U009/U099. SUBMISSION REQUIREMENTS Interested businesses should submit a capabilities statement package of no more than ten (10), 8.5" x 11" pages (font no smaller than 10 point) excluding a cover sheet consisting of the following: 1. Contractor Capability Statement 2. Past performance information related to no more than three similar requirements demonstrating your ability and related experience over the last five years. 3. Address feasibility of single entity capability to meet all requirements and remain within the Limitation of Subcontracting (52.219-14) requirements (if applicable) 4. Any proposed changes, questions, additions, considerations or clarifications to the draft PWS and above requirements as issued in draft form. Comments are encouraged for all areas. (Excluded from 10 page limitation) 5. Contract type - What contract type would work best based on the information provided. 6. Potential Cost Range - Vendors are encouraged to provide input on a rough order of magnitude for the cost of this effort based on their experience and expertise. NOTE: This is NOT a request for a formal quote. (This is excluded from the 10-page limitation. 7. Company and product literature (excluded from 10 page limit) 8. Other pertinent information that would assist the Government in developing a successful Performance Work Statement (PWS) and pricing methodology to reduce administrative burden on both the Government and Contractor. 9. Risk Items - Perceived risks associated with the PWS. Additionally please identify whether or not you hold any of the following: a. Seaport-e contract and contact number b. GSA contract and contract number c. GWAC contract and contract number d. Other contracts that could be applicable to this requirement All participants are being given a fair opportunity to respond to this requirement (refer to FAR 16.505(b)).
