Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number VA259-15-Q-0418 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-80. This solicitation is set-aside for 100% Small Business under NAICS code 511210. Line Item Product#DescriptionQty 00019000TM-HA-DALBedMasterEx, or equal, for VistA77 or equalHigh Acuity Data Acquisition License (DAL). One (1) DAL required per bedside patient monitor. Concurrent acquisition of vital signs, waveforms and alarms from Philips or GE patient monitors determined by the number of licenses. DSS integration software license for VistA/VistA Imaging integration. 00029000TM-CALOne (1) Client Application License (CAL)10 or equalper concurrant viewer. The client application supports the remote viewing of patient data from the BedMasterEx, or equal, for VistA server. All acquired patient tabular vital signs, streaming clinical waveforms and patient alarms are viewable and cardiac reports are generated from the software client application. The client application `can be deployed and is compatible with any Windows PC or Citrix client with granted access to the BedMasterEx, or equal, server. 1. Background: The Salt Lake City VAMC is upgrading its patient monitoring and data acquisition system. The current system is GE based. Part of the system being upgraded is the storage of patient vital signs, alarms and waveforms. The required software, BedMasterEx or equal, is an automated real-time 24/7 patient data acquisition and distribution system which acquires all patient vital signs, all clinical waveforms, and all patient alarms processed by either Philips or GE patient monitors. The acquired data is maintained in the database for a timeline determined by the hospital to support clinical case review, research, alarm analytics, and the quality control objectives of the hospital. In addition, patient data can be exported/imported in an HL7/SML format. 2. Specifications - BedMasterEx or equal for VistA: 1.Philips and GE Healthcare patient monitor interface with automatic data acquisition application 2.Cardiac monitoring report export to VistA/VistA Imaging and Philips ICIP 3.DSS Integration Framework Software Integration to VistA/VistA Imaging 4.VistA ADT and user authentication interface - Remote display of all acquired streaming clinical waveforms, vital signs and alarms 5.Indefinite full disclosure display of all acquired clinical waveforms, vitals and alarms 6.Near real-time and historical display of all acquired vital signs in tublar and trended formats 7.Indefinite alarm review of patient alarms/events processed by patient monitor with corresponding waveforms 8.Data export for research and integration to EME Streaming Analytics Research Platform 9.Data archiving to network server or removable media (CD, DVD, flash memory) - Digital capture of baseline and alarm strips in PDF report 10.Six (6) month warranty, 24/7 VPN software support including system updates 11.Installation and implementation included - End-user training determined by DAL and CAL licenses purchased 12.Server Software: Data acquisition platform acquires and indefinitely stores physiological waveforms, vital signs and clinical alarms from cardiac monitoring systems and medical devices across the hospital enterprise. All data is time aligned and stored indefinitely, or as determined by each department. 13.Client Software: The client application provides clinicians and researchers with visualization of medical data such as physiological waveforms, vital sign trending, clinical alarms and digital shift report data. Hospital IT departments may securely deploy the HIPAA compliant client on any standard Windows workstation or with thin client technologies such as Citrix for remote access and management. *Consideration for brand name or equal product. Equal product must include detailed justification/literature supporting product capability and suitability as specifies in the item specifications and description.* 3. Delivery: 30 days ARO, FOB Destination, Deliver To: VA Medical Center Bldg. 7 Warehouse 500 Foothill Drive Salt Lake City, UT 84148 4. Additional Information: 1.The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. 2.The provision at 52.212-2, Evaluation - Commercial Items, does not apply to this acquisition. Evaluation will be made by LPTA. 3.Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, with the offer. 4.The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. 5.The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. 6.Any additional contract requirements or terms and conditions: FAR 52.217-8, FAR 52.217-9, FAR 52.232-40, FAR 52.233-1, FAR 52.247-34, VAAR 852.203-70, VAAR 852.232-72, VAAR 852.246-70. All Contractors must be registered in SAM.gov to do business with the federal government and annually ensure the information is current at https://www.sam.gov/. 7.The Defense Priorities and Allocations Systems (DPAS) does not apply. 5. Privacy Requirements: 1.Citations to pertinent laws, codes and regulations such as 44 U.S.C chapters 21, 29, 31 and 33; Freedom of Information Act (5 U.S.C. 552); Privacy Act (5 U.S.C. 552a); 36 CFR Part 1222 and Part 1228. 2.Contractor shall treat all deliverables under the contract as the property of the U.S. Government for which the Government Agency shall have unlimited rights to use, dispose of, or disclose such data contained therein as it determines to be in the public interest. 3.Contractor shall not create or maintain any records that are not specifically tied to or authorized by the contract using Government IT equipment and/or Government records. 4.Contractor shall not retain, use, sell, or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected by the Freedom of Information Act. 5.Contractor shall not create or maintain any records containing any Government Agency records that are not specifically tied to or authorized by the contract. 6.The Government Agency owns the rights to all data/records produced as part of this contract. 7.The Government Agency owns the rights to all electronic information (electronic data, electronic information systems, electronic databases, etc.) and all supporting documentation created as part of this contract. Contractor must deliver sufficient technical documentation with all data deliverables to permit the agency to use the data. 8.Contractor agrees to comply with Federal and Agency records management policies, including those policies associated with the safeguarding of records covered by the Privacy Act of 1974. These policies include the preservation of all records created or received regardless of format [paper, electronic, etc.] or mode of transmission [e-mail, fax, etc.] or state of completion [draft, final, etc.]. 9.No disposition of documents will be allowed without the prior written consent of the Contracting Officer. The Agency and its contractors are responsible for preventing the alienation or unauthorized destruction of records, including all forms of mutilation. Willful and unlawful destruction, damage or alienation of Federal records is subject to the fines and penalties imposed by 18 U.S.C. 2701. Records may not be removed from the legal custody of the Agency or destroyed without regard to the provisions of the agency records schedules. 10.Contractor is required to obtain the Contracting Officer's approval prior to engaging in any contractual relationship (sub-contractor) in support of this contract requiring the disclosure of information, documentary material and/or records generated under, or relating to, this contract. The Contractor (and any sub-contractor) is required to abide by Government and Agency guidance for protecting sensitive and proprietary information.
