Description
NOTICE OF INTENT TO SOLE SOURCE This notice is informational only and is neither a request for quote nor a solicitation of proposals. Responses received may be evaluated; however, a determination by the Government not to compete the proposed procurement is solely within the discretion of the Government. Any response to this notice must be detailed information and must show clear and convincing evidence within 3 days that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities and any other information that demonstrates an ability to meet the agency's needs. Information can be sent to carlos.suggs@va.gov. Leica Microsystems, Incorporated is the Original Equipment Manufacturer (OEM) of the Leica APS6025 Tissue Processor. There are currently tow (2) APS6025 Tissue Processors located at the VA Medical Center, Louisville, Kentucky requiring preventive maintenance services. The contractor will provide the necessary manpower, supervision, tools, and parts to properly execute preventive maintenance of the tissue processors located at the VA Medical Center, Louisville, Kentucky. All containers, including toolkits, can be subject to search at any time. Preventive Maintenance will be performed by the contractor based upon preventative maintenance guidelines set forth by the manufacturer. Preventive Maintenance shall consist of all parts/services, electrical or mechanical, necessary to maintain the equipment in good operating order, based upon the Manufacturer's service documentation recommended procedures and frequencies. A Field Service Report (FSR) must be generated and a copy given to the Robley Rex VAMC's Contracting Officer's Representative (COR) or designee after the Preventive Maintenance is performed. A documentation package acceptable for Joint Commission purposes will be maintained by the contractor and made available to the Robley Rex VA Medical Center. Required features include, at a minimum: 1) Serial number of equipment serviced; 2) Any and all work performed on a particular date. The tissue processor is used to process critical patient samples, and failure to follow strict manufacturer's guidelines could result in improper patient diagnoses and result in possible patient harm. Leica has proprietary control over the special tooling required to service the tissue processors. The services that will be provided by Leica Microsystems, Incorporated are first time services provided for the equipment at location. Substantial duplication of cost to the Government is not expected to be recovered through competition and Unacceptable delays in fulfilling the agency's requirements would occur. Under the authority FAR Part 6.302-1(a), it allows for the procurement of items through other than full and open competition; applicable when the agency's minimum needs may only be satisfied by a service that is unique and available from only one responsible source. Leica Microsystems, Incorporated is the only known local source available to satisfy this current need.
