- JUSTIFICATION AND APPROVAL (J&A) NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER: The United States Coast Guard (USCG) Aviation Logistics Center (ALC) Medium Recovery Range (MRR) intends to solicit and negotiate with only one source, Equipment and Supply Inc. (Cage Code 53327). The statutory authority for this acquisition is 10 U.S.C 2304(c) (1) as implemented by FAR 6.302-1. In accordance with FAR 6.302-1 (b)(1)(ii), the item listed below is available from only one source. While Sikorsky Aircraft Corporation is the Original Equipment Manufacturer (OEM) for these items; Sikorsky is no longer manufacturing this part. The replacement part (P/N 70209-22205-110) will not be available until September 2016. Equipment and Supply Inc. is the only source that has sufficient stock with OEM traceability available to meet our agency's requirement to have the items by 1 June 2015. The North American Industry Classification System Code (NAICS) is 336413 with a size standard of 1,000 Employees. The small business set aside has been dissolved. This requirement is unrestricted. No solicitation package will be issued. This notice of intent is not a request for competitive proposals; however, any firm that believes it can meet the specifications above may give written notification to the point of contact below no later than 12:00 P.M., (EST) on 21 May 2015. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon the responses to this notice is solely within the discretion of the Government. 1.
