- Draft of RFP N00421-15-R-0023. NAWCAD Identification Systems (IDS) Division Technical and Integration Support Services The Naval Air Warfare Center Aircraft Division (NAWCAD) has a requirement for Technical and Integration Support Services. Contractor services are required to support the design, development, integration, test and evaluation, installation, fielding, certification, maintenance, and logistic support of Cooperative Identification (ID); Non-Cooperative Target Recognition (NCTR); Air Traffic Control (ATC) equipment, systems and subsystems; and advanced technologies development for the IDS Division (AD 4.11.2). NAWCAD requires timely and effective integration, test and evaluation, in-service engineering, logistics repair and validation, training, lab maintenance, quality assurance and technical management support for the IDS Division. The principal places of performance for the services identified within this contract are Patuxent River, MD; Webster Field Annex, St. Inigoes, MD; NAVAIR Headquarters, Patuxent River, MD; contractor facilities; various other locations as outlined in the Section C Performance Work Statement (PWS). Telecommuting is not authorized. Individual assignments may require working off-site. This requirement is for the issuance of a Cost-Plus-Fixed-Fee (CPFF) Single Award Task Order Contract for a four-year ordering period. The anticipated period of performance for this requirement is 06 April 2016 through 05 April 2020, with an estimated total level of effort of approximately 1,075,200 hours. This requirement will be competed amongst all eligible firms (full and open competition) via www.fbo.gov with a Product/Service Code (PSC) of AC65, Research & Development: Defense Electronics and Communication Equipment - Operational Systems Development. These services are not considered knowledge-based services. This requirement is a follow-on for the integration support services previously solicited on a sole source basis from incumbent, BAE Systems Technology Solutions and Services, Inc. under contract N00421-14-C-0040 for engineering and integration support services. The Engineering Support Services requirement will be solicited as a separate follow-on under N00421-15-R-0007. Draft RFP # N00421-15-R-0023 is attached. Anticipated solicitation release is July 2015.
