- HSFLGL-14-B-00001 FILE 1 OF 3 HSFLGL-14-B-00001 FILE 2 OF 3 HSFLGL-14-B-00001 FILE 3 OF 3 THIS IS THE RELEASE OF SOLICITATION HSFLGL-14-B-00001 AND REQUESTING STEP 1 TECHNICAL SUBMISSION (2 separate packages). NO PRICING SHALL BE INCLUDED IN THE DOCUMENTS REQUIRED AS STATED IN SECTION L OF THIS SOLICITATION. This is an unrestricted procurement. The FLETC anticipates awarding multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for Reduced Hazard Training Ammunition (RHTA) for various products of small arms rounds, included but not limited to: Frangible.357 SIG;.45 ACP (auto);.40 S&W; 9MM (9x19); 12 Gauge Slug (both full and reduced recoil); 12 Gauge #4 Buckshot (both full and reduced recoil;.308 WIN;.45 GAP; 12 Gauge #00 Buckshot (8 & 9 Pellet both full and reduced recoil); 12 Gauge Steel Shot Target Load;.380 Auto;.38 SPL; and.223. RHTA shall utilize components that minimize the hazards to personnel and the environment. To be acceptable under this solicitation, the ammunition and all of the coponent parts shall be free of lead and lead styphnate, one of the eight Resource Conservation and Recovery Act (RCRA) monitored metals known as the RCRA 8. Also, the ammunition and all of the component parts shall be free of the remaining RCRA seven (7) monitored metals to the maximum extent possible. In addition, any and all ammunition component parts shall not cause the Action Levels (AL) or the Permissible Exposure Limits (PEL) as established by the Occupational Safety and Health Administration (OSHA 29 CFR 1910.1000) to be exceeded in a training environment. Anyr of these conditions shall be cause for disqualification and/or rejection at the discretion of the FLETC. All RHTA and component parts shall be designed to minimize the generation of hazardous waste. All RHTA proposed for delivery must have the Material Safety Data Sheet (MSDS)/Safety Data Sheet (SDS) for all component parts pre-approved by the FLETC prior to shipment and delivery. Reloaded ammunition is unacceptable. Ammunition offered must perform in all brands of law enforcement weapons without alterations or damaging such weapons. All rounds proposed for delivery must have a MSDS/SDS listing ALL component parts of the round submitted with the bid. Base contract(s) of 12 months with four 12-month option periods are projected. Solicitation to be posted on May 19, 2015 with proposal due on June 22, 2015. Resultant contracts will be available for ordering authorization for Federal government agencies on an FOB Origin basis for all deliveries (other than orders for delivery to Glynco, Georgia, which shall be FOB Destination). The FLETC will not be responsible for any costs associated with the preparation of responses to this announcement. The solicitation will be online and distributed through this FBO website only; hardcopies of the solicitation document will not be provided. It is the responsibility of any prospective bidder to monitor the FBO website for the release of solicitation and any amendments thereto.
