- Lab Testing Equipment This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. Offers are being requested and a written solicitation will not be issued. This opportunity is UNRESTRICTED and NAICS 334516 applied (500). The contract resulting from this procurement will be a firm fixed price contract. The solicitation SPE600-15-Q-0265 is issued as a Request for Quotation (RFQ), under the Simplified Acquisition Procedures (SAP), Part 13.This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-82 dated 7 May 2015. DPAS rating for potential award is a Delivery Order (DO). The clauses and provisions referenced in this solicitation may be reviewed/obtained in full text form at http://farsite.hill.af.mil/vffara.htm. Per FAR 52.212-1 this is NOT an all or none opportunity. The requirements for testing petroleum products procured by the DLA Energy includes testing of Jet and Diesel fuels by ASTM D7797 and D7963 titled, "Determination of the Fatty Acid Methyl Esters Contest of Aviation Turbine Fuel using flow Analysis by Fourier Transform Infrared Spectroscopy - Rapid Screening Method and Determination of contamination level of Fatty Acid Methyl Esters in Middle Distillate and Residual Fuels Using Flow Analysis by Fourier Transform Infrared Spectroscopy - Rapid Screening Method". These tests are required by MIL-STD-3004 and ASTM D1655 on Diesel and Jet fuels. This laboratory-testing instrument to be purchased should meet and comply with the requirements of ASTM D7797 and D7963. This test is required by MIL-STD-3004 on all products and Type test. This laboratory-testing instrument to be purchased should meet and comply with the requirements of ASTM D4052 and not be the portable unit. The instrument should be able to read both density and API simultaneously. The instrument should include the following: Basic Instrument with Instruction Manuals Shipping cost for delivery to the laboratory. The Laboratory equipment is requested to be delivered and installed by 29 May 2015. The purchased lab equipment should be shipped to the following location: DLA Energy Okinawa POC: Maurice Krumnow Chibana Compound, RTE. #74 Bldg.53145 Chibana., Okinawa City Okinawa, Japan 904-52143 The period of performance is 4/27/2015 to 09/30/2015 Electronic Funds Transfer as a means of payment will be made upon receipt and acceptance of all products through Wide Area Work Flow (WAWF).
