- QUOTATIONS This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12 and 13, as supplemented with additional information included in this notice. Synopsis/Solicitation N00178-15-T-4273 is issued as a Request for Quotation (RFQ). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation. This requirement is not eligible for small business set-aside. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure on a sole source basis. ADVANCED SIMULATION TECHNOLOGY, INC. (ASTi) Voice Comms to include; VOISUS Software runtime license Part # VS-RTL, VOISUS Monitor Client PART # VC-MO, ASTi Interface-Single PART # AI-S, FOSTEX Powered Speaker4 PART # A-SPKR-FX-6301NX and Cable- D15 Male to 3 pin, Male XLR 10 Feet PART # CA-D15M-X3M-10-A. The above listed ASTi items are required to maintain compatibility in all aspects (form, fit and function) with the existing production suite. ASTi is the manufacturer of these items. Please include shipping/freight cost for FOB origin to Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 12. The order shall be firm fixed price. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. In order to be eligible for award, firms must be registered in the System for Award Management (SAM). Offerors may obtain information on registration in SAM by calling 866-606-8220, or via the Internet at https://www.sam.gov. Quote is due 27 May 2015, no later than 4:00 p.m. EST with an anticipated award date by 30 June 2015. Questions and responses regarding this synopsis/solicitation may be submitted by e-mail to Diana.moses@navy.mil. All questions shall be submitted to the Government POC listed no later than 21 May 2015 at 12:00 p.m. EST to allow ample response time before the close of the bidding period.
