Description
Update: The anticipated release date for Request for Proposal (W909MY-15-R-E001)is changed from 15 May 2015 to on or around 5 June 2015. It is the intent of the US Army Contracting Command APG-Belvoir Division to issue a Request for Proposal (RFP) for the Rapid Acquisition of Materials for Prototyping (RAMP) on behalf of the United States Army Research, Development and Engineering Command (RDECOM) Communication Electronics Research, Development and Engineering Center (CERDEC), Night Vision and Electronic Sensors Directorate (NVESD) located at Fort Belvoir, Virginia. RAMP will be a 100% small business set aside, multiple award, Indefinite Delivery / Indefinite Quantity (IDIQ) type contract. The primary NAICS code for this effort is 541712 and the small business size standard is 500 employees. The Government contemplates awarding a target of five IDIQ contracts as a result of this solicitation, however, it reserves the right to award more, less, or none at all based upon evaluation of the offers received. The maximum combined value of all RAMPS contracts will be $192M. RAMP will have a three year contract ordering period. Task orders will be issued on a Cost Plus Fixed Fee (CPFF), Cost Plus Incentive Fee (CPIF) or Firm Fixed Price (FFP) basis. Contractor support includes (but is not limited to) the rapid development, design, and testing of systems for NVESD which will include completing rapid response requests for numerous potential technologies and specific programs and/or field tests/evaluations. It is anticipated that Request for Proposal (W909MY-15-R-E001) will be issued electronically on or around 5 June 2015 to the Army Single Face to Industry (ASFI) Acquisition Business Web Site (https://acquisition.army.mil/asfi/default.cfm) which interfaces with Federal Business Opportunities (FedBizOpps www.fbo.gov ) web site.
