- ****CHANGES: -Please use link: https://ecps.nih.gov/nlm for eCPS submission. -DEADLINE EXTENDED THROUGH NOON ON TUESDAY, JUNE 2, 2015 **** his is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information contained in this notice. This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13.5. This solicitation document and incorporated provisions and clauses are those in effect through April 10, 2015 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 2005-81. This acquisition is a TOTAL SMALL BUSINESS set-aside and the NAICS code is 518210. This announcement constitutes the formal Request for Proposal (RFP) and NO additional written solicitation will be issued. It is the intent of the National Library of Medicine (NLM) to procure services to perform scanning of an identified set of biomedical journals from their earliest date of publication forward to a specified end date. These scanned journal images will be added to NLM's PubMed Central Database and will initially comprise approximately 770,000 pages but may extend in phases to 1.5 million pages. The scope of the project is to scan journals from NLM's own collections to the article level, capture bibliographic citation data (XML) for each article, produce full article text (OCR), create article level PDF files, and produce full page images of each page (TIFF). PubMed Central is a digital archive of life sciences journal literature, developed and managed by the National Center for Biotechnology Information (NCBI) at the National Library of Medicine. PubMed Central is a free and unrestricted database, which serves to preserve and maintain open access to the electronic literature. It is anticipated that ONE (1) Indefinite-Delivery, Indefinite-Quantity type award will be made from this solicitation and that the award will be made on or about June 12, 2015. It is anticipated that the award from this solicitation will be for a one year period of performance with options for four (4) successive one-year periods. The period of performance begins on or about June 30, 2015. The offeror must complete Attachment C (SF 1449) and specify the unit price quoted for each Item Number listed in Block 23 of SF 1449. The attached Contract Terms and Conditions shall be made a part of any contract awarded as a result of this RFP [Attachment D]. The attached Addendum to Terms and Conditions of Purchase Order shall be made a part of any purchase order awarded as a result of this RFP [Attachment D]. A final best-value analysis will be performed taking into consideration the results of the technical evaluation, price analysis, and adequate resources to respond to the Government's need. The Government reserves the right to make an award to the best value of the Government, technical merit, price, and other factors considered. The NLM reserves the right to make a single award, multiple awards, or no award at all as a result of this RFP. In addition, the RFP may be amended or cancelled as necessary to meet NLM's requirement. Vendor shall furnish services, qualified personnel, material, equipment and/or facilities as needed to perform the work as stated on Statement of Work (SOW). ****The Statement of Work for this requirement is included in the Attachments Section of this solicitation as Attachment A.
