- PWS The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst, NJ is issuing this Sources Sought Notice for a follow-on requirement to provide Contractor Engineering Technical Services (CETS), on-site proficiency training, technical guidance and advice to resolve unusually complex technical problems on P-3C Engine/Propeller, Avionic Acoustic, Avionic-Non-Acoustic, Electrical, Airframes/Hydraulic/Survival/Environmental and Logistics Supply. The objective of CETS is to develop the technical skills and abilities of the Taiwan military and civilian personnel, under the Foreign Military Sales (FMS) program, responsible for the installation, operation and maintenance of the above named equipment. This Sources Sought is not a request for proposal. This Sources Sought is being used as a market research tool pursuant to FAR Part 10 to determine potential sources and their business size. The Government is not obligated and WILL NOT PAY for any information received from potential sources as a result of this notice. Respondents are notified that a formal solicitation may not necessarily result from this Request For Information (RFI). Availability of any formal solicitation may be announced under a separate Federal Business Opportunities announcement. The North American Industry Classification System (NAICS) for this requirement is 541330 (Engineering Services) Product Service Code (PSC) is L016. REQUIREMENTS: See attached Draft Performance Work Statement (PWS). Please note these services are currently being obtained under Contract N00178-07-D-4943 Order GM01 with Affordable Engineering Services, Inc. (AES). No promise of a contract award is implied and contractors are not being asked to submit cost proposals. Rather this notice requests capabilities information that illustrates sources can successfully perform tasks of this anticipated effort, either directly or through teaming arrangements. Not responding to this RFI does not preclude participation in any future RFP. Direction to company websites and vague statements of capability are not encouraged. It is desired that interested firms possess the following certifications and capabilities: (1) All forward site personnel should have a minimum of six (6) years P-3C experience at the Organizational and/or Intermediate Maintenance level with preferred six (6) years' experience on P-3C AIP, BMUP, BMUP Plus, C4ASW platforms for Avionics Technicians. It is requested that interested sources submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, single spaced, 12 point font minimum) demonstrating ability to perform the services in the attached draft PWS. This documentation must address, at a minimum, the following: (1) Company name and address; (2) Company point of contact including email address and phone number; (3) Company's business size and list of NAICS codes under which goods and services are provided; (4) SPECIFIC SUBSTANTIATED SUPPORT addressing the company's capability and experience with each task listed in the draft PBSW; (5) Potential teaming arrangements; (6) Related past performance; and (7) General corporate information. The Government will not release any information marked with proprietary legend received in response to this RFI to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. Please be advised that all submissions become Government property and will not be returned. RESPONSE DEADLINE Responses to this Sources Sought notice are requested no later than 5 June 2015.
