- Experience Questionnaire COR Designation Form Wage Determination Application for Field Inspection Form AG-569R-S-15-0029 BOA Solicitation Document This Sources Sought Request will result in the issuance of a Basic Ordering Agreement (BOA) with those parties determined to be qualified to perform the services identified in Section C. As stipulated in Federal Acquisition Regulation (FAR) 16.703, the BOA will not be considered a contract. When a future project order is identified, a more project-specific Request For Quotes (RFQ) will be issued to all parties on the BOA bidders list. The BOA will be incorporated by reference into each awarded order, with the same force and affect as if included in full text. Terms such as "contract or order" and "contractor" are used here to be applicable when this BOA is incorporated into those future orders. Various individual project-specific Environmental Assessments (EA) or other project decision memos have identified the need to restore native vegetation in selected locations across the Huron-Manistee National Forest. The restoration of native vegetation will require the use of a combination of seeding or planting of containerized (plug) plant material. Other potential uses of this BOA may include restoration of eroded areas, obliteration of roads or Off-Road Vehicle damaged areas, and planting for specific wildlife needs (Karner blue butterfly habitat restoration). Those parties, on the BOA bidders list, who are available and interested in a specific project may submit quotes, at that time, including pricing and other requested information. Bids will be evaluated by price and the ability to complete the specific project during an established timeframe. The BOA will remain in effect for 5 years from the date of issuance, unless cancelled by the Government. Location: Project areas may be located on the Cadillac-Manistee Ranger District; Baldwin-White Cloud Ranger District; Mio Ranger District; or Huron Shores Ranger District of the Huron-Manistee National Forests in the lower Peninsula of Michigan. The location of and access to the areas, size of areas, native plant species to be targeted, method of planting or seed collecting, timing of planting and any maintenance treatment, special conditions, and other information pertinent to each area will be provided with site-specific project maps. Qualifications Required, Preparation of Proposals, and Evaluation Criteria are listed in Sections L and M of the Solicitation Document. An experience questionnaire is attached for your convenience.
