- Revised aerial and topo maps This project is to mechanically treat two identified units, totaling approximately 675 acres, of an old ponderosa pine plantation with the objective of habitat restoration. The preferred treatment method is with a hydro-axe. The trees are densely arranged and range in height from approximately 20 to 30 feet. There will be some acreage outside the plantation that includes oak, sagebrush and other mountain shrubs that will also be treated. GPS coordinates will be provided. The allotted time for contract performance is six weeks from date of award. All work shall be performed on the Grand Valley Ranger District of the Uncompahgre National Forest in Mesa County, Colorado. This project is being advertised as a total small business set-aside and as such is open to all qualified small businesses. The North American Industry Classification System (NAICS) code is 115310 and the small business size standard is $7.0 million. The solicitation for this project will be available only through the Federal Business Opportunities website www.fbo.gov. All questions pertaining to this solicitation must be submitted in writing to Jay Tobin at jtobin@fs.fed.us. All Offerors shall be registered in the System for Award Management ( www.sam.gov ) database to be eligible for award. Offerors must respond to all instructions in Sections B, K and L of the solicitation to be considered responsive. Offerors that fail to meet these criteria may not be considered for award. A pre-proposal conference is planned for 10:00AM on May 13, 2015 at the intersection of FSR 405 and 405.2A. A map of the treatment area is being issued with this notice to allow prospective offerors the opportunity to familiarize themselves with the project area and the location of this site visit. The anticipated date for issuance of the solicitation is on or about May 6, 2015. The actual due date will be identified on the solicitation. The Solicitation Package has been posted. An Amended Page 5 of the RFP has been posted. It clarifies equipment requirements (i.e., rubber tired vs. tracked vehicles). An SF30 will not be issued. All other terms and conditions remain unchanged. The response due date is NOT changed. An Amended Page 13 of the RFP has been posted. It corrects the Period of Performance description (i.e., starts at Notice to Proceed, not contract award). An SF30 will not be issued. All other terms and conditions remain unchanged. The response due date is NOT changed. The site visit conducted on May 13, 2015 was attended by two contractors: Jack Gray (Gray's Ranch) and Brian Rue (Rue Logging). Beyond generally touring the work area the following topics were discussed. (1) The boundary of the base area has been replotted and a new map is attached. (2) The density of "leave islands" along the eastern border of the base area should be increased from approximately 10% (1/2 acre of islands per five acres) to 20% (1 acre of islands per five acres) to provide a more pronounced border.
